18 data center projects in Arizona.

Reviewed Project Blue and Beale's Marana campus, Pinal (La Osa), West Valley gigawatt campuses (Tract, Hassayampa Ranch), Page, Chandler's 2025 denial, local ordinances, the 2026 tax-break pause and ACC power contracts. Notably absent or unverified: Google Mesa, Microsoft El Mirage, Vantage, QTS and Tonopah/Copia proposals; SRP and APS large-load tariff dockets; and the outcome of AG Mayes's Project Blue appeal and her August 2026 call for a statewide pause.

State law and rates

  • The 2026 state budget, signed by Gov. Katie Hobbs in June 2026, pauses new data center sales and use tax exemptions for three years. The program, created in 2013, costs about $38 million a year; the bill number and how existing certificates are treated were not confirmed. (Bloomberg Law, June 15, 2026)
  • Utility large-load contracts: the ACC approved TEP's 10-year energy supply agreement for Project Blue (Docket E-01933A-25-0187, Dec. 3, 2025), with minimum bills and developer-paid dedicated infrastructure. (Arizona Corporation Commission, Dec. 5, 2025)
  • APS: on Oct. 9, 2026, Attorney General Kris Mayes asked the ACC to investigate an analyst's claim that large users underpaid about $600 million; the ACC disagreed and pointed to the pending APS rate case (docket not confirmed). (KJZZ, Oct. 10, 2026)

How this page is built

Each project’s status is the latest public record found in a statewide review of local news, government records, utility filings and trackers; every update links to its source, and the reporting that found it is credited. The review covers campuses of 50 MW or more, or 100 acres or more when power is not reported, plus operating hyperscale campuses for context. Map positions are approximate. A county with no project listed was not found in this review; that is not proof none exists. Political money around these projects has not yet been traced in this state.
