Expenditures the principal reported for calendar 2024 on its annual expenditure report, as totaled by the Secretary of State ('Dollar Total'): single expenditures of more than $20 benefiting a state officer or employee (meals, travel, gifts and the like), the aggregate of those of $20 or less, and the cost of special events to which all legislators, a chamber or a committee were invited. It is not what the principal paid its lobbyists (Arizona does not collect that), not total lobbying spending, and not campaign contributions.

How to read this

Arizona calls the organizations and people that hire or employ lobbyists principals; on this page principals are the clients. Government bodies that lobby register separately as public bodies and are not counted here. Every principal files an annual expenditure report (due March 1 for the year before) through its designated lobbyist; lobbyists file quarterly reports. The latest year the Secretary of State has summarized is 2024: its Summary of Principal Expenditures for 2024, dated Feb. 24, 2026, lists 1,646 principals, of which 114 are marked 'FTF' (the Secretary of State's label for failure to file the report), 1,532 filed, and 228 reported any amount above $0.00. The 2025 annual reports were due March 2, 2026, but no 2025 summary had been posted by Oct. 20, 2026, and the 2026 reports are not due until March 1, 2027. The only amounts Arizona collects from principals are expenditures that benefit state officers and employees: single expenditures of more than $20 (itemized with the official's name), the aggregate of those of $20 or less, and the full cost of special events to which all legislators, one chamber or a committee are invited (A.R.S. 41-1232.02). The summary's 'Compensation' column is $0.00 for every principal. The Secretary of State's grand total for 2024 is $1,423,364.67 (single expenditures $146,912.06, aggregated expenditures of $20 or less $25,227.32, special events $1,251,225.29); the 1,646 rows listed add to $1,420,605.13, $2,759.54 less than the printed grand total, a difference in the first two columns that the summary does not explain. The League of Arizona Cities & Towns, an association of municipal governments, is registered as a principal and is listed as filed. Names are as filed. Spending on a special event is the event's full cost as reported; it does not say how many officials attended.

What is not here yet

  • Current (2026) registrations of lobbyists, principals and public bodies were not counted: they are available only through the Secretary of State's Lobbying Search (apps.azsos.gov/scripts/Lobbyist_Search.dll), which refuses automated reading (robots.txt), and the lobbying filing portal (lobbying.az.gov), which blocked this workspace. The number of registered lobbyists is not shown; not yet checked.
  • azsos.gov, apps.azsos.gov and lobbying.az.gov answered every direct download from this workspace with a browser challenge (HTTP 403). The Lobbying page was read with WebFetch (read, not saved). The 2024 principal summary was saved from the Internet Archive's capture of the Secretary of State's own file; its SHA-1 matches the archive's recorded digest of the file as the Secretary of State served it.
  • The 2024 lobbyist expenditure summary and public body expenditure summary could not be opened (no archived copy); public bodies' reported expenditures are not shown; not yet checked.
  • No 2025 summary of principal expenditures had been posted by Oct. 20, 2026; 2025 figures (reports due March 2, 2026) are not yet available in summary form.
  • The Secretary of State's printed 2024 grand total ($1,423,364.67) is $2,759.54 more than the sum of the 1,646 principal rows it lists ($1,420,605.13); the difference is in the single-expenditure and $20-or-less columns. Not resolved.
