How to read this
Totals recomputed from the Secretary of State's Cal-Access bulk export (files dated Oct. 17, 2026), using each committee's Form 460 campaign statements. The latest statements cover July 1 to Sept. 19, 2026 (the first pre-election period). Each account's period runs from the start of its first counted report to Sept. 19, 2026; start dates differ because committees opened in different years and some candidates' committees carry money from before 2025. Raised is contributions received (monetary plus nonmonetary). Loans are shown on their own and are never counted as raised. Raised, spent and cash on hand are different measures and must not be added. Candidates: every candidate for a statewide office on the Nov. 3, 2026 certified list (California holds top-two elections, so two candidates of the same party can meet in November). Measures: committees the state's records mark as primarily formed for or against a Nov. 3, 2026 proposition. State Senate and Assembly general-election candidates are included where a Form 460 committee was matched.
Raised, spent and cash on hand are different measures from the same reports and are never added together. Loans are shown on their own and are not counted as money raised. Periods differ between accounts when committees file on different schedules.

What is not here yet
- Figures run through Sept. 19, 2026 (the last pre-election Form 460 period). No Form 460 for a later period was in the Oct. 17, 2026 export. Contributions of $1,000 or more reported since Sept. 20 on 24-hour Form 497 reports are not included.
- Cal-Access web pages (cal-access.sos.ca.gov) and Power Search (powersearch.sos.ca.gov) answer the workspace with an Imperva bot challenge; WebFetch of the Cal-Access measures page was not approved in time. No figure here was read from a state summary page. Every figure was recomputed from the state's bulk export, and the per-committee pages were not used to cross-check.
- The bulk export's BALLOT_MEASURES_CD table has not been updated since 2009, so committees were tied to propositions using each committee's own Form 410 and Form 460 cover entries (ballot number, measure name, support or oppose), not a state-maintained list. The Secretary of State's 'Propositions and Ballot Measures Campaign Finance Activity' page could not be opened to compare.
- Only committees that the state's records mark as primarily formed for a Nov. 3, 2026 proposition are counted (Form 460 primarily-formed box checked, or Form 410 primarily-formed box checked). General-purpose committees, officeholders' ballot-measure committees and sponsors that spend on several measures (for example committee 1485332, 'Yes on Proposition 2', controlled by Jesse Gabriel, which files as general purpose; 1481256 'Yes on 37, California Homeownership', which files as general purpose; 1490585 'BRIDGE Issues ... Yes on Prop 45, funded by PG&E Corporation', which does not check the box) are not included.
- Committees that registered in September or October 2026 and have filed only Form 496/497 reports, with no Form 460 yet, have no period totals: 1497412 (Working Families say No to Propositions 41 and 42), 1497629 (Los Angeles County Federation of Labor; yes on 3, no on 39, 43, 45), 1497742 (Black Californians for Thriving Communities), 1498170 (California Immigrants in Action), 1496613 (Unidos 805 Action Fund), 1484827 (VoteRiders), 1497488 (Higher Wages Lower Rent Alliance). Not yet checked further. Committee 1497099 (Movement Voter PAC, supporting Prop 4) has one Form 460 but does not mark itself primarily formed, so it is not counted.
- No primarily formed committee with a Form 460 was found in the export on either side of Proposition 2 or Proposition 5, or opposing Propositions 1, 4 or 37. Opposition to Propositions 41 and 42 appears only through the multi-measure committees 1484470 and 1495036.
- Committees formed for several propositions (1484470, 1495036, 1496598) report one set of totals; the state's records do not split their money by measure, so each appears once with all its measures listed and must not be counted once per measure.
- Two long-running sponsored committees are counted only from the report where they first mark themselves primarily formed for a 2026 proposition: 1400190 (California Association of Realtors, Prop 37) from Jan. 1, 2026, and 1353866 (California Building Industry Association, Prop 45) from July 1, 2026. Their cash on hand includes money carried in from earlier years. Committee 1485651 (Protecting Opportunity for Every Californian, against the wealth tax initiative) terminated on Dec. 31, 2025 and reported no activity.
- Some committees' own carry-forward or calendar-year-to-date columns do not match the sum of their period columns (typically small differences on expenditures, which come from amended or late-reported items). Figures here are the sums of the period columns as filed; each mismatch is listed in that account's measure_note.
- Spent is total expenditures made (Form 460 line 11). It includes unpaid bills accrued in the period and in-kind items reported on both sides. It is not the same as cash paid out.
- Candidates' other committees (officeholder accounts, ballot-measure committees they control, earlier-election committees, and independent-expenditure committees supporting or opposing them) are not included. Only each candidate's 2026 controlled committee for the office on the ballot is counted.
- Legislative candidates: 164 of 196 candidates on the certified list were matched to a Form 460 filer by last name, office and district. The 32 not matched (no Form 460 found under that name, office and district, or an ambiguous match) are: Susan A Mason (SD 8); Linda R. Price (SD 10); William Brown Jr. (SD 12); Joe Lisuzzo (SD 28); Jagtar Singh (AD 6); Vinaya Singh (AD 10); Manuel Noris-Barrera (AD 17); Andre Sandford (AD 18); Philip Louis Wing (AD 19); Patricia Muga (AD 20); Jabra J Muhawieh (AD 21); Marc Berman (AD 23); David G. Johnson (AD 23); Himat Singh Bainiwal (AD 25); Tim Gorsulowsky (AD 26); Hipolito Angel Cerros (AD 33); Adam Christopher Vena (AD 41); Ricardo Benitez (AD 43); Dan T. Tran (AD 48); Andrea Lee Anderson (AD 52); Alexandra Briseno (AD 54); Ashley M. Brown (AD 55); Isaac G. Bryan (AD 55); Constance Jewel Menzies (AD 57); Victor Hernandez (AD 59); Brian Lockwood (AD 61); Kevin Akin (AD 63); Carolyn J. Essex (AD 69); Trinity Hannaway (AD 77); Chris Ward (AD 78); Payton Galvez (AD 78); Alejandro Galicia (AD 80). Candidates who raise and spend under $2,000 may file Form 470 instead of Form 460.
- Legislative matches were made by name, office and district code on the committees' own covers; a few committees file with an office code of 'OTH' or a district that differs from the ballot. Each was checked by hand for SD 16 (Guillermo Gonzalez, 1485838) and for AD 23, 55 and 78 (excluded as wrong-person matches). A wrong match is still possible for common last names.
