Kansas ballot · Nov. 3, 2026Checked Oct. 21, 2026

1 statewide measure on the ballot.

One statewide question is on Kansas's Nov. 3, 2026 ballot: a constitutional amendment proposed by the Legislature in House Concurrent Resolution 5004 (adopted by the House Feb. 5, 2025 and the Senate March 25, 2025). The Secretary of State's Proposed Constitutional Amendments page lists only this amendment for the general election. Kansas has no citizen initiative or statewide referendum; amendments are proposed by two-thirds of each house and pass with a majority of those voting on them (Kansas Const. art. 14, sec. 1). The ballot prints the explanatory statement, then 'Shall the following be adopted?' and the full amended section; all three are official text, copied from the Secretary of State's page. The two-sentence summary is ours. A separate amendment on electing Supreme Court justices (Senate Concurrent Resolution 1611) was on the Aug. 4, 2026 primary ballot, not this one; the Secretary of State's official vote totals show it rejected, 387,951 No (61.40%) to 243,915 Yes (38.60%). Local questions (city, county, school district) are not statewide and are left out.

Constitutional Amendment (House Concurrent Resolution 5004) · Legislatively referred constitutional amendment (House Concurrent Resolution 5004, 2025 Session; 2025 Session Laws of Kansas, chapter 136)

This amendment would clarify that only a person who is a citizen of the United States is eligible to vote in this state.

Rewrites the voter-qualification section of the Kansas Constitution, which now says every U.S. citizen who is at least 18 and lives in the voting area is a qualified voter, so that it says no person is a qualified voter unless he or she meets those three tests. It also replaces 'he or she' and 'his' with 'such person' and leaves the rules for people who recently moved, and for presidential elections, as they are.

Passes with: Majority of the electors voting on the amendment (Kansas Const. art. 14, sec. 1).
