How to read this

Kansas lobbyists register each calendar year with the Secretary of State, paying a fee for each employer or client, and the Kansas Public Disclosure Commission (formerly the Governmental Ethics Commission) administers the law. Each lobbyist either files an affidavit that they will spend $100 or less in every reporting period or files Lobbyist Employment and Expenditures Reports six times a year (Feb. 10, March 10, April 10 and May 10 for single months; Sept. 10 for May-August; Jan. 10 for September-December). The reports name who paid the lobbyist and give totals in six categories of lobbying spending, and list officials who received gifts, meals or entertainment. They do not say how much a lobbyist was paid, so no organization can be ranked by what it paid to lobby. The Commission keys the reports and publishes summaries; its 2025 year-end summary is the latest complete year: 296 lobbyist-and-organization lines under 254 organization names, totaling $1,008,246.53 for 2025. Most registered lobbyists file affidavits or report $100 or less and so show nothing. For 2026, the Commission had published only its January summary by Oct. 21, 2026 ($353,517.87 for January, 126 lines). Some organizations are lobbying firms that report under their own name. Names are as the Commission prints them; the same organization spelled two ways is not combined. Spending on officials shows a lobbyist spent money; it does not show that any official acted because of it.

What is not here yet

  • Kansas does not collect what lobbyists are paid or what organizations spend on lobbying overall; the amounts here are only the expenditures lobbyists reported in six categories.
  • The Secretary of State's live lobbyist directory and report viewer (sos.ks.gov lobbyist_directory_display.aspx) answered every request from our workspace, including from a headless browser, with a 403 block on Oct. 21, 2026; the counts use the June 29, 2026 directory the Commission published, so registrations after June 29 are missing. Read, not saved.
  • For 2026 the Commission had published only its January summary by Oct. 21, 2026, although reports for February, March, April and May-August were due by Sept. 10. Individual 2026 reports on the Secretary of State's site could not be reached (see above), so 2026 spending after January is not yet checked.
  • Both expenditure summaries are scanned pages; amounts and names were read from their OCR text layer. Every line's categories add to its total and the lines add to the Commission's printed totals; names shown were checked against the 2026 directory or the page images, and one OCR misreading (Modern Ag Alliance) was fixed to match the page image.
  • Organizations are grouped by the name exactly as the Commission prints it on each line; the same organization written two ways (for example AT&T Inc & Affiliates and AT&T Inc and Affiliates) is not combined.
  • The Commission's year-end recipient lists (officials named as receiving gifts, meals or entertainment) were not pulled.
  • Years before 2025 were not pulled; no year-to-year comparison is made.
