From each county's Form F-65 annual financial report filed with the Michigan Department of Treasury, as published on data.michigan.gov. revenue_total and spending_total are governmental funds only (the General Fund plus All Other Governmental Funds columns): revenue_total is printed TOTAL REVENUES minus TOTAL OTHER FINANCING SOURCES (transfers in and bond/note proceeds); spending_total is printed TOTAL EXPENDITURES minus TOTAL OTHER FINANCING USES (transfers out). Enterprise funds, internal service funds and component units (which in some counties include the road commission, medical care facility or other agencies) are not included, so totals are not strictly comparable across counties that organize those services differently. property_tax is the F-65 'Property Tax' line (accounts 401-449 other than separately listed items; includes delinquent taxes, penalties, interest, fees and community-wide special assessments) in the same two columns; it excludes PILOT, trailer, swamp-land and commercial-facilities tax lines. Treasury labels these filings fiscal year 2024; counties' fiscal years end in different months (fiscal_end_month_as_filed: 12 = December, 9 = September, 6 = June). Revenue, spending and property tax are separate measures. Spending per resident is our division of the county’s reported spending by its population.

What is not here yet

  • FY2027 enacted figures are from the State Budget Office summary updated July 27, 2026. On Sept. 21, 2026 the governor signed eight more bills described as helping balance the FY2027 budget (fund shifts and transfers to the General Fund); whether the summary reflects them, and any FY2027 supplementals, not yet checked.
  • FY2027 Capital Outlay is shown as $0 in the State Budget Office department summary; the Senate Fiscal Agency status sheet (July 24, 2026) lists the capital outlay bill (SB 875) as passed by the Senate only, while the governor's Sept. 21 release mentions $1.3 billion in higher-education capital outlay authorizations. How capital outlay is carried for FY2027 not yet checked.
  • The FY2025 ACFR revenue categories are those printed in the governmental funds statement; the statement does not break 'Taxes' into income, sales and other taxes (other schedules in the ACFR do; not yet pulled).
  • Enacted FY2026 budget (prior year) not included; the current-year page also links an FY2026 enacted summary.
  • House Fiscal Agency documents not used: house.mi.gov fails TLS from this workspace.
  • FY2025 F-65 data is published for 80 counties; Delta, Houghton, Kalkaska were not yet in the FY2025 file on Oct. 18, 2026, so the complete FY2024 year is used for all 83.
  • F-65 figures are self-reported by counties to Treasury and are not the audited financial statements; they were not reconciled to individual county audits (not yet checked).
  • Population is the Census Bureau July 1, 2024 estimate for every county regardless of the county's fiscal-year end month.
  • Census Annual Survey of State and Local Government Finances not used, since the state source covers all 83 counties.
  • No statewide source: Michigan does not publish elected county officials' pay in one place. Checked the Treasury Local Audit and Finance pages and its Numbered Letter 1997-8 (county boards of commissioners set these salaries under MCL 45.401; the letter does not mention any state collection of them), the data.michigan.gov Local Government F-65 datasets (they report only each county's total wage and salary cost, not pay by official), and a web search for a statewide salary list (found only per-county records and private aggregators). Pay is set by each county board, so it would have to be gathered county by county from board salary resolutions or budgets (not yet checked).
