  • GEORGE BELL: Loans of $5,000.00 received from April 28, 2025 through June 30, 2026 are not counted as money raised; $5,000.00 in loans was outstanding on June 30, 2026.
  • TOBIAS S. (TOBY) HAMPSON (TOBY): Loans of $1,500.00 received from Feb. 5, 2025 through June 30, 2026 are not counted as money raised; $0.00 in loans was outstanding on June 30, 2026. The $1,500.00 is the sum of the 'Loan Proceeds' line on three reports ($500.00 each on the 2025 Mid Year Semi-Annual, the amended 2026 First Quarter and the 2026 Second Quarter). No report shows more than $500.00 outstanding, none shows a loan repayment or a forgiven loan, and the latest report's election-to-date column shows $500.00 in loan proceeds, so these lines may record the same $500.00 loan more than once. The itemized loan schedules were not checked; not yet checked.

How to read this

North Carolina has no governor or Council of State race in 2026; its statewide races on Nov. 3, 2026 are one N.C. Supreme Court seat and three N.C. Court of Appeals seats, which are partisan contests. Figures come from the Detailed Summary the State Board of Elections publishes for each disclosure report each candidate committee filed. NCSBE's summary has a 'Total this Period' column and a 'Total this Election' column, but the election-to-date column starts at different points for different committees (for some it carries amounts from 2024 or earlier), so every figure here is the sum of the 'Total this Period' column across each committee's reports under the Board's 2025-26 schedule, from Jan. 1, 2025 (or the committee's organizational report, if later) through June 30, 2026, using the latest amended version of any report. 'Raised' is Total Receipts minus Loan Proceeds; loans are shown separately and are not counted as money raised. 'Cash on hand' is the ending cash on the latest report. For every account the latest report is the 2026 Second Quarter report (Feb. 15-June 30, 2026, due July 10, 2026). The 2026 Third Quarter report, covering July 1 to Oct. 17, 2026, is due Oct. 27, 2026, and was not yet due on Oct. 20; 48-hour reports of large contributions are required from Oct. 18 through Nov. 3, 2026. Raised, spent, cash on hand and loans are different measures and are never added together.

Raised, spent and cash on hand are different measures from the same reports and are never added together. Loans are shown on their own and are not counted as money raised. Periods differ between accounts when committees file on different schedules.

What is not here yet

  • 2026 Third Quarter reports (July 1-Oct. 17, 2026) are due Oct. 27, 2026 and were not yet due when these records were pulled on Oct. 20; every figure here stops at June 30, 2026. Money raised and spent after June 30 is not shown.
  • Ballot measures: three legislatively referred constitutional amendments are on the Nov. 3, 2026 statewide ballot (photo ID for all voters, a 3.5% cap on the state income tax rate, and limits on local property tax increases). No committee registered to support or oppose any of them was found in NCSBE's records on Oct. 20, 2026: committee-name searches (referendum, amendment, voter ID, photo, income tax, property tax, tax cap, taxpayer, ballot, constitution, vote yes, vote no) and the Board's lists of 2025 and 2026 statements of organization, organizational, annual and pre-referendum reports turned up only local bond committees, closed or older committees, and political action committees that file on the candidate/PAC schedule. One of those, NC Voter ID (STA-X6616D-C-001), has a name tied to the photo ID subject but files quarterly reports on the PAC schedule rather than referendum committee reports, so it is not listed as a measure committee here. NCSBE's public search does not show a committee's type, so a referendum committee with an unrelated name could be missed. Referendum committees' first 2026 Pre-Referendum reports (Jan. 1 or organization through Oct. 19, 2026) are due Oct. 26, 2026; re-check after that date.
  • Legislative candidates (N.C. Senate and House) are not included: NCSBE publishes campaign finance reports committee by committee and offers no statewide bulk download of report summaries or transactions to recompute figures from, so they are not yet checked.
  • Independent expenditures and outside spending in the judicial races (by PACs, party committees and others) are not included; only the candidates' own committees are shown.
  • Figures are read from NCSBE's Detailed Summary of each report, not recomputed from itemized receipts and expenditures.
  • RE-ELECT JUDGE TOBY HAMPSON (STA-3QU875-C-002): 'loans' ($1,500.00) is the sum of a $500.00 'Loan Proceeds' line on three reports, but no report shows more than $500.00 outstanding or any repayment or forgiveness, and the latest report's election-to-date column shows $500.00; the same loan may be counted more than once. The itemized loan schedules (and the reason the 2026 First Quarter and Second Quarter reports each start $500.00 below the previous report's ending cash) were not checked; not yet checked.
