Pennsylvania's 67 county governments (the county government only: not cities, boroughs, townships, school districts or municipal authorities in the county). Figures are each county's governmental funds for reporting year 2024, as the county filed them on its Annual Financial Report and as published in one state file, the Department of Community and Economic Development's Municipal Statistics 'Statewide County Annual Financial Reports' (2024 is the latest year listed). These are the county's own reported figures; DCED marks each report approved or pending, and they are not the county's audited statements. revenue_total is governmental funds total revenues: taxes, intergovernmental revenue (federal, state and local), charges for service and miscellaneous revenue (interest, rents, donations, other); it excludes borrowing, transfers between the county's own funds and asset sales (listed under other_financing). spending_total is governmental funds total expenditures across 15 functions, including debt service and capital outlay. property_tax is the real estate tax line of the governmental funds. Proprietary (enterprise and internal service) and fiduciary funds, which the DCED file lists separately, are not included. Revenue, spending and property tax are separate measures and are never added together. Population is the Census Bureau's July 1, 2024 estimate (Vintage 2025); population_2025 is the July 1, 2025 estimate from the same release. dced_population is the population DCED prints on the report (DCED does not say which year it is); it is kept as listed and not used. Spending per resident is our division of the county’s reported spending by its population.

What is not here yet

  • The FY2026-27 entry is the budget as enacted on July 12, 2026; any later supplemental changes are not carried (not yet checked). The House Appropriations Committee's 2026-27 budget summaries were not pulled, so the split of the 2026-27 total among the General Appropriation Act, the state-related university act and executive authorizations is not given.
  • The 2025-26 enacted entry is the budget as signed on Nov. 12, 2025. Later changes to 2025-26 (the 2026-27 tracking run shows 2025-26 'Available with Supplementals' of $49,025,556 thousand) are not carried. 2025-26 actual results will be in the FY2026 ACFR, not yet published (not yet checked after Oct. 20, 2026).
  • No revenue table by source was found among the Office of the Budget's 2025-26 enacted documents, so the enacted entry's revenue list is empty. The certified 2025-26 revenue estimate is quoted, as context only, from the House Appropriations Committee's Budget In Depth, printed in billions to two decimals; the Office of the Budget's own certification of the estimate was not found (not yet checked further).
  • 2025-26 spending is shown by department. The tracking run also lists each appropriation line (PDF pages 1-16); those lines were not transcribed.
  • The ACFR's governmental funds statement does not split 'Intergovernmental' revenue between federal and other governments, or taxes by type; other ACFR schedules carry more detail and were not pulled.
  • The FY2025 ACFR PDF is protected against copying; its text was read with pdftotext, and every figure used was checked against the printed totals on the same page.
  • 5 counties have no 2024 annual financial report in DCED's statewide county file, so their figures are left empty: Clearfield, Lebanon, Perry, Philadelphia, Wyoming. Lebanon and Perry filed for 2023; those 2023 figures are kept under other_year, labeled, and are not shown as 2024. Clearfield, Philadelphia and Wyoming have no report for 2023 either. Whether these counties filed late or not at all: not yet checked.
  • DCED's county file lists Philadelphia County but holds no report for it for 2023 or 2024. The City of Philadelphia's own financial reports were not used, to keep one source for all counties (not yet checked).
  • DCED lists the 2024 reports of Fayette and Luzerne as pending rather than approved; their figures are shown as filed.
  • The figures are what each county reported to DCED, not its audited financial statements; county audits were not compared (not yet checked). DCED's report pages do not describe the form's definitions, so line meanings are taken from the column names.
  • The DCED server builds the Excel file on each request, so a new download has a different sha256 from the copy kept in raw/; raw/scripts/fetch_dced_county_afr.py repeats the download.
  • Pennsylvania counties' fiscal years were not checked county by county; the DCED file gives only the reporting year.
  • No statewide source was found that publishes what each county's elected officials are paid. The County Commissioners Association of Pennsylvania's Salary Survey covers county positions in 58 of the 67 counties and is open to members only, so it was not used. Salaries worked out from the County Code's rules by county class would be our calculation, not a published figure, so none were made; the County Code's salary provisions were not pulled (not yet checked). Pay by official, county by county (county salary ordinances or payroll records): not yet checked.
  • DCED's Municipal Statistics site lists local officials (Local Government Official Information) but its report filters include no salary field; the report's columns were not downloaded (not yet checked). The Office of the Budget, Department of the Auditor General and Treasury sites were not searched for county officials' pay (not yet checked).
