All 254 Texas county governments (the county government only: not cities, school districts, hospital or other special districts in the county). revenue_total, spending_total, property_tax and the breakdowns are from one source: the U.S. Census Bureau's 2022 Census of Governments: Finance individual unit file, the latest year that covers every Texas county (the 2023 and 2024 Annual Surveys are samples; the 2024 file has 79 of 254 Texas counties). Census uses its own classification, so these totals will not match a county's audited financial statements. revenue_total = all revenue Census records for the government (taxes, charges, intergovernmental aid, interest and other general revenue, utility revenue); it excludes borrowing proceeds and transfers between a county's own funds. spending_total = all expenditure (current operations, capital outlay, interest, assistance and intergovernmental payments); it excludes debt principal repayment. property_tax = property tax revenue in that fiscal year (Census code T01). property_tax_levy_2025 is a different measure from a different source: the Texas Comptroller's calculated 2025 county levy (rate x taxable value), which the Comptroller says does not reflect actual collections. It is for tax year 2025 (bills mailed fall 2025, funding the county's FY2026). Never subtract or add it to the Census figures. Population is the Census Bureau's July 1, 2022 estimate (Vintage 2025) to match the finance year; population_2025 is the July 1, 2025 estimate from the same release. Spending per resident is our division of the county’s reported spending by its population.

What is not here yet

  • The ACFR's governmental-funds statement gives revenue in eight broad categories; tax revenue is one line (not split into sales, motor vehicle, franchise, oil and gas taxes). The tax-by-tax split was not yet pulled.
  • LBB chart 9306 (saved in raw/) gives a 2026-27 biennial all-funds total of $337,939.6 million; the GAA recapitulation used here sums to $338,451.5 million for the two years. The chart predates later adjustments (the chart PDF was created June 25, 2025; the recapitulation is dated Sept. 16, 2025 and includes SB 5 of the 2nd Called Session). We use the recapitulation and do not use the chart figure.
  • Supplemental or emergency appropriations made in 2026 (if any) for FY2026-27 were not yet checked; the 90th Legislature does not meet in regular session until January 2027.
  • The Governor's veto proclamation was not separately pulled; vetoes are reflected in LBB's adjusted figures.
  • Census 2022 is four years old. Newer Census years (2023, 2024) cover only a sample of Texas counties, so they were not used; a uniform statewide set of county audited financial statements does not exist in one place in Texas (counties file audits locally).
  • The Census figures include imputed values for counties that did not report fully; they are flagged per county.
  • The Comptroller's 2025 county levy file is marked version 'Working' (dated 01/28/2026); the Comptroller may revise it.
  • Comptroller local government debt data (HB 1378 reports) was not used in this file; not yet checked.
  • Comptroller 2025 levy file marks these counties with '*' (appraisal district did not provide the requested tax rates): Culberson
  • 106 of 254 counties have no item reported to the 2022 Census of Governments (Census imputed every value). For these, revenue_total, spending_total and property_tax are left empty (null) and Census's imputed values are kept, labeled, under census_imputed. Some imputations are implausible (for example zero spending, or Loving County property tax of $37,000 against a 2025 Comptroller levy of about $94 million), which is why they are not shown as the county's figures. Counties: Anderson, Andrews, Angelina, Armstrong, Atascosa, Austin, Bailey, Bandera, Baylor, Blanco, Borden, Brewster, Briscoe, Brown, Burnet, Caldwell, Callahan, Cameron, Camp, Castro, Childress, Cochran, Coke, Colorado, Comanche, Concho, Culberson, Dallam, DeWitt, Donley, Duval, Edwards, Erath, Fayette, Fisher, Floyd, Franklin, Freestone, Gillespie, Goliad, Gray, Grimes, Hale, Hansford, Hemphill, Henderson, Hill, Houston, Hudspeth, Hutchinson, Irion, Jack, Jackson, Jeff Davis, Jim Hogg, Jim Wells, Jones, Kendall, Kent, Kerr, Kleberg, Lamb, La Salle, Lavaca, Leon, Liberty, Limestone, Llano, Loving, Lynn, McCulloch, McMullen, Madison, Matagorda, Maverick, Milam, Mitchell, Montague, Moore, Morris, Nacogdoches, Newton, Nolan, Oldham, Palo Pinto, Panola, Parmer, Rains, Reagan, Reeves, Refugio, Roberts, Robertson, San Patricio, Schleicher, Sherman, Somervell, Sutton, Terry, Upton, Waller, Wilbarger, Willacy, Wilson, Wood, Yoakum.
  • Verifier, Oct. 18, 2026: beyond the 106 counties with nothing reported, ten more counties' figures were taken out of the shown columns. Starr (46 of 47 items imputed), Clay (19 of 20), Pecos (37 of 43) and Tyler (31 of 37) were labeled 'reported' though their totals and property tax are mostly Census imputations; their values moved to census_imputed. Kenedy and Hardeman spending (71% and 28% imputed) moved to census_imputed. Brooks, Foard, Presidio and Red River reported no expenditure items, so spending was shown as $0.00; it is now empty. Carson reported no tax items ($0 property tax against a 2025 levy of about $6.1 million); its partial sums moved to census_partial. Statewide sums were recomputed. 20 other counties (plus Kenedy's and Hardeman's revenue) still include one to five imputed items; by dollars these are at most 12% of any shown total (Deaf Smith spending) and they are flagged in figures_status.
  • Some reported Census figures look out of line with the Comptroller's 2025 levy (e.g. San Augustine property tax $18.5 million in FY2022 against a 2025 levy of $5.2 million; Deaf Smith spending $2.1 million against revenue of $9.7 million). They are as Census recorded them and were not checked against county audits.
  • no statewide source
  • No Texas state agency publishes elected county officials' salaries for all 254 counties in one place. Pay would have to be gathered from each county's adopted budget or published salary notice; not yet checked county by county.
  • The Comptroller's state salary supplements to county judges and prosecutors were not yet checked; they would cover only the state-paid portion.

Gaps in the public money records as of the date checked.
