Figures come from one source: the U.S. Census Bureau's 2022 Census of Governments: Finance individual unit file, the latest year that canvasses every government. Colorado's Department of Local Affairs (Division of Local Government) compiles a County and Municipal Financial Compendium of actual revenues and expenditures taken from each local government's audit or audit exemption, but on Oct. 31, 2026 its data were reachable only through an interactive page behind a terms-of-use box and a reCAPTCHA check, which we did not get around; no figures were taken from it (see gaps). Each row is the county government only; cities, towns, school districts and special districts are separate and not included. Denver and Broomfield are consolidated city and county governments that Census classes as municipalities; their rows use that record and include city services, so they are not comparable with the 62 county-government rows (see scope_note). revenue_total = all revenue Census records for the government (taxes, charges, state and federal aid, interest and other general revenue, utility and insurance-trust revenue); it excludes borrowing and transfers between the government's own funds. spending_total = all expenditure (current operations, capital outlay, interest, assistance and payments to other governments); it excludes repayment of debt principal. property_tax = property tax revenue (Census code T01); it is part of revenue_total, not an addition. Revenue, spending and property tax are separate measures and are never added together. These are actual results as reported to Census, not budgets, and they follow Census's classification, not the counties' audited fund statements. A figure is left empty when more than 10% of its dollars are Census estimates (imputations); Census's estimate is kept, labeled, under census_imputed. A figure is also withheld when the Census record has fewer than 5 items, too few to be a county's total (the sum is kept under census_partial). For 1 of the 64 every 2022 item is a Census estimate, so no 2022 figure is shown for them. Population is the Census Bureau's July 1, 2022 estimate (Vintage 2025); population_2025 is the July 1, 2025 estimate from the same release. The Census 2024 Annual Survey (a sample) has a separate fy2024 block where the government is in the sample: a different year, never mixed with or compared to 2022 on the page. Spending per resident is our division of the county’s reported spending by its population.

Cheyenne: Looks unusual and not checked against the county's audit: revenue 5,594,000 dollars against spending 90,000 dollars. Shown as Census lists it.

Sedgwick: Looks unusual and not checked against the county's audit: revenue 3,640,000 dollars against spending 398,000 dollars; only 9 items in the Census record. Shown as Census lists it.

These are the statutory salaries for each county category, not payroll records. Colorado's Constitution has the General Assembly set salaries for county commissioners, sheriffs, treasurers, assessors, clerks and recorders and coroners; section 30-2-102, C.R.S., puts each county in a category (I-A through VI-D) and sets a salary schedule by category, which Legislative Council Staff index to Denver-area inflation every two years. Its Nov. 7, 2025 memo gives the schedule for terms starting in 2026 and 2027 (up 5.08% from the previous schedule) and the counties in each category; those figures are in each row's officials list. Because an officer's pay cannot change during a term, what an officer is paid depends on when the term began: the memo's schedules for terms starting in 2023 and in 2024-2025 are in each row as separate blocks, never added to the newer figures. Treasurers, assessors and clerks have the same salary within a category, shown once. Coroners are part-time or full-time by county designation (S.B. 22-065); the memo gives both where both apply, and which one a county uses is not shown. Pitkin and Weld are home rule counties, and Denver and Broomfield are home rule cities and counties; the memo says they may set their own pay, so their actual pay is not shown. Surveyors' figures are as printed. District attorneys are not county officers in this schedule. This describes the law in our words and is not legal advice.

Sources: Colorado Legislative Council Staff, memorandum R25-975, 2026 and 2027 Salaries for Elected County Officials (Nov. 7, 2025), under section 30-2-102, C.R.S.; Colorado Legislative Council Staff, Salaries for Legislators, Statewide Elected Officials, and County Officers (page linking the memo).

What is not here yet

  • FY2026 audited actuals are not yet published: the Controller's page lists reports through FY2025 (checked Oct. 31, 2026).
  • The State Auditor's separate report on internal control over financial reporting and compliance (dated December 18, 2025) and the Statewide Single Audit were not read; no finding counts are given.
  • The enacted-budget revenue is OSPB's March 2026 forecast by source, before 2026 legislation; JBC staff list the 2026 bills' effect on available General Fund ($121.7 million for FY 2026-27, Table 2) but not by tax source. Later forecasts (June and September 2026) were not checked.
  • The Long Bill itself (H.B. 26-1410) and the Long Bill narrative were not downloaded; figures come from JBC staff's Appropriations Report, which summarizes all 2026 appropriation bills.
  • The ACFR's Separately Issued Budgetary Report for FY2025 (budget-basis actuals) was not used.
  • DOLA's County and Municipal Financial Compendium (actual revenues and expenditures from each local government's audit, by county) was not used: its data page (https://dola.colorado.gov/dlg_lgis_ui_pu/publicLGFinances.jsf) asks for agreement to terms and a reCAPTCHA check before showing data, and we did not get around it. Getting the compendium figures (for example by asking DLG for an export) is not yet done; it would be the preferred state source.
  • Individual county audits are posted one county at a time (DOLA LGIS filings and the Office of the State Auditor's local government audit submissions search); reading the 64 audits is not yet done, so no audited county figures are shown.
  • 2022 figures left empty because Census estimated more than 10% of the dollars: Mineral (Census's estimates are kept under census_imputed).
  • 2024 figures left empty for the same reason: Broomfield (property_tax, revenue_total, spending_total); Elbert (property_tax, revenue_total, spending_total); Fremont (property_tax, revenue_total, spending_total); La Plata (property_tax, revenue_total, spending_total); Lake (spending_total); Mesa (property_tax, revenue_total, spending_total); Morgan (property_tax, revenue_total, spending_total); Routt (property_tax, revenue_total, spending_total).
  • Figures withheld because the Census record has fewer than 5 items and cannot be the government's total (the items' sums are kept, labeled, under census_partial): Montezuma 2022 (1 item); Montezuma 2024 (1 item).
  • Not in the Census 2024 sample (no fy2024 block): none.
  • Denver and Broomfield are consolidated city and county governments; their Census records cover city services as well and are kept out of the checking sums.
  • Rows that look unusual and were not checked against the county's audit (shown as Census lists them, each with a check_note): Cheyenne (revenue 5,594,000 dollars against spending 90,000 dollars); Sedgwick (revenue 3,640,000 dollars against spending 398,000 dollars; only 9 items in the Census record).
  • 2024 blocks that look incomplete or unusual and were not checked against the county's audit (each with a check_note in its fy2024 block): Clear Creek (revenue 39,275,000 dollars against spending 10,570,000 dollars); Douglas (revenue 393,999,000 dollars against spending 4,003,000 dollars; only 8 items in the Census record); Huerfano (only 5 items in the Census record); Weld (revenue 215,923,000 dollars against spending 7,258,000 dollars).
  • Census figures follow Census's own classification and do not match a county's audited fund statements or adopted budget line for line.
  • Actual pay of the elected officers in Denver, Broomfield, Pitkin and Weld (home rule; they set their own) is not yet checked.
  • Which counties designate a full-time coroner (S.B. 22-065) is not in the memo; both the part-time and full-time figures are shown where the schedule has both.
  • The memo's text dates S.B. 24-138's category changes from terms starting on or after Aug. 7, 2023, while its Table 7 footnote says Aug. 7, 2024. Not resolved; the 2024-2025 blocks carry the Table 7 footnote, and the 2023 blocks use the earlier category either way.
  • The 2023 category for counties moved by H.B. 23-1139 or S.B. 24-138 is derived from the memo's list of changes; the memo does not print a per-county 2023 list.
  • The statute text itself (section 30-2-102, C.R.S.) was not saved: the General Assembly's site links the Colorado Revised Statutes to LexisNexis. The figures come from Legislative Council Staff's memo, which applies the statute's indexing.
  • No payroll or W-2 data: whether each official took the full salary, and any benefits or other pay, is not shown.

Gaps in the public money records as of the date checked.
