How to read this
Louisiana elects its governor, most statewide officers and the whole Legislature in odd-numbered years (next in 2027), so the Nov. 3, 2026 ballot has no governor's race and few state contests. The state offices with a contest on that ballot, according to the Secretary of State's candidate list, are two Public Service Commission seats (Districts 1 and 5), one seat on the State Board of Elementary and Secondary Education (BESE, District 1) and a special election for State Representative, District 92 (Kenner, Jefferson Parish). PSC and BESE were among the offices that used Louisiana's new closed party primaries in 2026 (May 16 and June 27), so Nov. 3 is their general election; District 92 uses the open primary, in which all candidates run on one ballot regardless of party, and a Dec. 12, 2026 runoff follows if no one wins a majority. Ten constitutional amendments are also on the ballot. Each figure comes from the latest regular report a candidate or committee had filed with the Louisiana Board of Ethics when the records were pulled on Oct. 26, 2026: for most, the report covering July 27-Sept. 24, 2026 (due Oct. 5); John Atkins and Connie Norris had already filed the next report, covering Sept. 25-Oct. 14 (due Oct. 26), and the one ballot-measure committee found filed only a report covering Sept. 24-Oct. 14. Louisiana reports cover one period each and carry no running total, so every figure is for that report's period only, never a campaign total. 'Raised' is money contributions received in the period (summary page line 1, plus small sales of campaign items and raffle tickets on lines 3a and 3b); in-kind contributions, loans and other receipts are not counted in it. 'Spent' is expenditures in the period (line 9), not counting loan repayments or other disbursements. 'Cash on hand' is the funds on hand at the close of the period as the report states it. 'Loans' is loans received in the period; loans still owed are noted for each account where the report lists any.
Raised, spent and cash on hand are different measures from the same reports and are never added together. Loans are shown on their own and are not counted as money raised. Periods differ between accounts when committees file on different schedules.
What is not here yet
- The next reports (10-G for PSC and BESE, 10-P for State Representative District 92 and the propositions), covering Sept. 25-Oct. 14, 2026, were due Oct. 26, 2026, the day these records were pulled. At the time of the pull only John Atkins and Connie Norris (PSC) had filed theirs; the other eight candidates' figures stop at Sept. 24, 2026. Re-pull after Oct. 26.
- Every figure covers one reporting period. Louisiana reports carry no running total, and campaign-to-date totals (adding every report since each committee opened) have not been computed.
- Special reports filed after an account's latest regular report are not counted in its figures (they are listed in that account's note).
- Ballot measures: only proposition reports filed electronically with at least one contribution, expenditure or loan can be found in the Board of Ethics bulk download. Reports filed on paper, and reports with no transactions, would not appear there; the e-file advanced search does not list 'other persons' filers. Committees for or against Amendments 1 and 3-10 were not found; that is not yet a finding that none exist.
- Independent spending in the PSC, BESE and District 92 races by political committees and 'other persons' (Board of Ethics Forms 202 and 305) is not yet checked.
- Subsidiary committees of candidates were not searched for separately; each candidate's report names a principal campaign committee where it has one, and that committee's money is in the candidate's report.
- The figures were read from each report's summary page and checked against the report's own arithmetic and against the Board of Ethics bulk download for the same report number (see cross_check).
