How to read this

Figures come from the campaign finance reports that each committee files with the Maryland State Board of Elections through its Campaign Reporting Information System (MD CRIS). For statewide candidates the report used is the 2026 Pre-General 2 report, which covers Aug. 19-Oct. 18, 2026 and was due Oct. 23, 2026; for the ballot issue committees the same report covers Oct. 5-Oct. 18, 2026, because those committees filed a separate Ballot Issue report for Aug. 19-Oct. 4. One statewide candidate's committee (James B. Rutledge, III, attorney general) had no Pre-General 2 report in CRIS's public list on Oct. 25, so its figures are from Pre-General 1 (June 8-Aug. 18, 2026). Each figure covers that one reporting period only. 'Raised' is the report's line B, Total Contributions: contributions received in the period less contributions returned; loans and in-kind contributions are not counted in it. 'Spent' is line D, Total Expenditures, which by the form's own definition includes loan repayments and payments on unpaid bills; 'cash on hand' is line E, the ending cash balance on the last day of the period; 'loans' is line C, loans received in the period. Each report also carries a 'total to date' column for Jan. 1, 2023-Dec. 31, 2026 (the 2023-2026 election cycle); those cycle figures are kept separately in our data file and never mixed with the period figures. Several committees filed an Affidavit of Limited Contributions and Expenditures instead of a full report: a sworn statement that they have not received or spent $1,000 or more over the stated time. An affidavit gives no totals, so those rows show no figures; that is not the same as zero. In Maryland the governor and lieutenant governor run on one ticket, and each candidate may also have a separate committee; each committee is listed on its own. Candidate names are shown as the State Board of Elections' 2026 general election candidate list prints them; committee names as CRIS lists them.

Raised, spent and cash on hand are different measures from the same reports and are never added together. Loans are shown on their own and are not counted as money raised. Periods differ between accounts when committees file on different schedules.

What is not here yet

  • The Post-General report (Oct. 19-Nov. 10, 2026) is due Nov. 17, 2026, so money raised and spent after Oct. 18 is not here yet.
  • Friends of Jim Rutledge (attorney general, Republican): no Pre-General 2 report appeared in CRIS's public filed-reports list on Oct. 25, 2026 (searched by committee name and by office); its figures are from Pre-General 1, June 8-Aug. 18, 2026. Whether a report was filed in another form was not asked of the State Board.
  • Five committees filed an Affidavit of Limited Contributions and Expenditures for the latest period (Ellis/Andrews for Maryland, Andrews, Owen S. for Maryland, Committee to Elect Cathy Permut, Fight Back Agenda); an affidavit gives no totals, so no figures are shown for them.
  • Committee to Elect Cathy Permut filed its Pre-General 2 affidavit on Aug. 22, 2026, before that period ended, and on Oct. 19 filed a Post-General report for a period (Oct. 19-Nov. 10) that has not ended. Both are saved; the affidavit is used because its period ends Oct. 18.
  • Every figure covers one reporting period. The reports' 'total to date' column (Jan. 1, 2023-Dec. 31, 2026) is kept in our data file as separate fields and is not shown in the table.
  • Legislative candidates are not included: all 47 State Senate and 141 House of Delegates seats are on the Nov. 3, 2026 ballot. CRIS's Data Download offers bulk transaction files (contributions and loans; expenditures and outstanding obligations) but no bulk file of report summaries, so cash on hand would need each committee's report PDF; not yet done. The 2026 contributions file alone is 267 MB (pulled Oct. 25 to check its size and columns; not saved).
  • CRIS shows the 2026 general election as 'Gubernatorial - 11/08/2026' on committee registrations; the election is on Nov. 3, 2026. The label is left as CRIS shows it in the raw files and not used here.
  • CRIS's public pages are a single-page web application; the reports were saved through the same public API requests the Filed Reports page makes. No bot check or CAPTCHA was met.
