How to read this

Maryland lobbyists register with the State Ethics Commission for each employer (client) they lobby for, for a lobbying year that runs Nov. 1 to Oct. 31. Each lobbyist files an activity report for each employer twice a year, covering Nov. 1 to April 30 (due May 31) and May 1 to Oct. 31 (due Nov. 30). Unlike some states, Maryland's reports list the compensation the lobbyist received from the employer as well as expenses such as communications, events, meals and gifts, and the Commission's export gives a total for each report. The table adds up those totals per employer for the 4,068 activity reports filed so far for the Nov. 2025 - Oct. 2026 year (3,637 of them cover Nov. 1, 2025 to April 30, 2026, the period that includes the 2026 legislative session; the rest are reports for registrations that began or ended partway through). Second-half reports are not due until Nov. 30, 2026, so these are not full-year figures. On 14 reports the total as filed differs from the sum of its line items; the total is used as filed. Totals for the complete Nov. 2024 - Oct. 2025 year are in the saved export but are kept apart and not added to these. Registering as a lobbyist or employer and reporting spending is lawful and public; these records do not show that any official acted because of it.

What is not here yet

  • Activity reports for May 1 to Oct. 31, 2026 are due Nov. 30, 2026; until then the spending figures cover mostly Nov. 1, 2025 to April 30, 2026.
  • Separate employer reports and gift and meal reports were not added to the table; only lobbyists' activity reports are counted.
  • The individual activity report forms were not opened one by one; amounts are as given in the Commission's export, including one report that lists $750,000.00 in compensation for a six-week period, which we have not checked with the filer.
