Missouri's data storage center exemption (RSMo 144.810, enacted by S.B. 149 in 2015, revised 2018) waives state and local sales and use tax on utilities, equipment and construction materials for new centers investing $25 million and adding 10 jobs at 150% of the county average wage within 36 months (up to 15 years), or for expansions of $5 million and 5 jobs (up to 10 years), capped at the projected 10-year net fiscal benefit. The revisor shows no amendment since 2018. (Missouri Revisor of Statutes, Aug. 28, 2018; Missouri Independent, June 29, 2026) S.B. 4 (2025) added RSMo 393.130.7, effective Aug. 28, 2025: utilities with more than 250,000 customers must file tariffs for customers expected to reach 100 MW peak demand (50 MW for smaller utilities) so those customers pay their share and other classes do not bear unjust costs; the PSC may extend this to smaller loads. (Missouri Revisor of Statutes, Aug. 28, 2025; Missouri Public Service Commission, 2026) PSC File No. EO-2025-0154 (Evergy Missouri Metro and Evergy Missouri West): the order issued Nov. 13, 2025, effective Dec. 13, 2025, approved the Large Load Power Service plan for loads of 75 MW or more, with a 12-year minimum term plus an optional ramp of up to 5 years, collateral of two years of minimum bills and exit fees; a separate proposal from PSC staff and the Public Counsel was not adopted. (Missouri Public Service Commission (EFIS), Nov. 13, 2025; Missouri Public Service Commission, Nov. 14, 2025; Missouri Independent, Nov. 14, 2025) PSC File No. ET-2025-0184 (Ameren Missouri): the commission unanimously approved a large-load rate plan on Nov. 24, 2025 for customers of 75 MW or more, with a 12-year minimum term, exit fees and optional clean-energy subscription programs; the Consumers Council of Missouri sought rehearing Dec. 3, 2025. (Missouri Public Service Commission (EFIS), Dec. 3, 2025; St. Louis Public Radio, Nov. 24, 2025; Missouri Public Service Commission, 2026) PSC File No. ET-2026-0184 (Liberty Utilities): the large-load tariff case was still in progress, per the PSC fact sheet. (Missouri Public Service Commission, 2026) 2026 session: no data center bill passed. HB 3362 and HB 3364 (large-load cost recovery and DNR permits for water use above 2 million gallons a day) got a House committee hearing in March 2026 (HB 3362 on March 30) but no vote; HB 3390 (hyperscale limits, Rep. Cupps) and HB 2239 (low-water cooling for 100 MW centers, Rep. Murray) got no hearing. Missouri has no state data center moratorium or siting law. (Missouri House of Representatives, March 30, 2026; St. Louis Public Radio, Feb. 26, 2026; Missouri Independent (from Columbia Missourian), June 5, 2026; St. Louis Public Radio, June 29, 2026; Missouri Coalition for the Environment, May 20, 2026) Missouri data centers →
