How to read this

Figures come from the reports each campaign files with the Rhode Island Board of Elections through ERTS, its campaign finance system. For candidates, the report used is the latest one on file for a reporting period: in most cases the 2026 '7 Days Before Election' report (Oct. 6-Oct. 26, 2026, due Oct. 27). Each figure covers that one reporting period only; ERTS reports carry no running cycle total, and we do not add periods together. 'Raised' is contributions received in the period (Summary of Campaign Activity, lines 2a1-2a4: small aggregated contributions, individuals, political parties and political action committees) net of contributions returned (line 2a13, which the form carries as a negative amount). It does not include loans, matching public funds, interest, refunds or other receipts, which are shown separately when present. 'Spent' is the period's disbursements (line 4: expenses, payments on accounts payable and other disbursements) not counting loan repayments, which are shown separately. 'Cash on hand' is line 5, the ending cash balance. 'Loans' is line 2a5, loan proceeds received in the period; loans still owed at the end of the period (line 10b) are a separate field. Each candidate figure was read from the report PDF that ERTS serves and checked by script: the beginning balance plus every receipt line equals line 3 (total cash), and total cash less every disbursement line equals line 5, to the cent, for every report used. In Rhode Island a candidate files in his or her own name rather than through a separately named committee. Rhode Island does not register committees to a statewide ballot question; groups that spend to support or oppose one file a sworn report of covered disbursements (form CF-8) with the Board each time they spend. The five groups that filed such reports for the 2026 statewide bond questions are listed with the payments and donations on their latest report; those reports have no cash balance or loan lines, and the figures were transcribed by hand from the scanned forms.

Raised, spent and cash on hand are different measures from the same reports and are never added together. Loans are shown on their own and are not counted as money raised. Periods differ between accounts when committees file on different schedules.

What is not here yet

  • The Secretary of State's certified list of Nov. 3, 2026 candidates (vote.sos.ri.gov) could not be opened: the site answered every request from our workspace with a Cloudflare browser challenge, which we did not try to get around. The Board of Elections site (elections.ri.gov) answered the same way. The twelve candidates here are the Board's own 'General Office Candidate Filings' list on the ERTS home page, which is limited to the 2026 general-election candidates for the five general offices; the names agree with secondary sources' lists of general-election candidates, but they have not been checked against the certified list, and names here are as ERTS lists them, not as the ballot prints them.
  • Three candidates had not filed the 2026 '7 Days Before Election' report (due Oct. 27) when we pulled the records on Oct. 28: Jasjit Gotra, Aaron Christopher Guckian and Micholas Anshon Credle. ERTS showed the report as 'Status Pending' for each; their figures are from the 2026 '28 Days Before Election' report. Recheck after the next pull.
  • Christopher D Reynolds (unaffiliated, governor) has no report for any 2026 period on file in ERTS; the last report on file covers April 1-June 30, 2024. No 2026 figures are shown for him; that is not the same as zero.
  • ERTS's home page lists Aaron Christopher Guckian under both Governor and Lieutenant Governor. His ERTS organization shows a 2026 campaign for Governor (and a 2022 campaign for Lieutenant Governor), and secondary sources list him as the Republican nominee for governor, so he is listed once, under governor. The Lieutenant Governor entry looks like a carry-over from 2022; not confirmed with the Board.
  • Ballot-question groups: the CF-8 reports are scanned paper forms with no text layer. Every amount was transcribed by hand from the images and checked against the form's own year-to-date line where the filer filled it in; a verifier should recheck them against the saved PDFs. Groups that spent on a statewide question but filed nothing, or whose filing the Board labeled without naming the question, would be missed; we read the first page of all 82 INDEPENDENT EXPENDITURE reports in the 'Other Filings' list by machine text recognition to find the three that name a question, and recognition of handwritten forms can miss one.
  • The CF-8 'donations' lines are money given to the group for its covered disbursements, as listed on each report. They are not a full account of the group's receipts, and the form has no cash balance or loan line, so 'raised', 'cash on hand' and 'loans' are left empty for these rows: not checked, not zero.
  • One Rhode Islanders for Higher Education report (filed Oct. 5) itemizes payments adding to $1,338,327.64 but states a year-to-date total of $338,327.64; the difference is a $1,000,000 line for bond advocacy marked '(AP)', which the form does not explain. That report is not the group's latest, so it does not set the row's figures, but the discrepancy is unresolved.
  • Contributions inside each report (schedules of individual donors) were not read; only the summary page was used. Donor names, including private individuals listed on the CF-8 reports, are not published here.
