The full record

Status note
The city council approved a code amendment 3-2 on Sept. 21, 2026 allowing self-powered data centers, with conditions. A site plan, Utah DAQ air permits and a development agreement are still needed.
Power note
250 MW of IT load (Volition). Volition's deck cites a draft DAQ notice for 1,210 fuel-cell units at about 393 MW nameplate; the Tribune says about 400 MW would be needed. The proposed city amendment (Aug.) would cap power at 500 MW.
