Status
Under construction · as of Sept. 30, 2026
Location
North side of the City of Port Washington, south of Lake Drive along I-43 · Ozaukee County
Status note
Site work began in December 2025; the companies schedule completion in 2028, and an Aterio analysis reported by BizTimes in September 2026 said construction was progressing but grid work makes full operation before mid-2028 unlikely.
Power
1,300 MW
The city's Aug. 20, 2025 release says the four buildings total 1.3 GW of power capacity (stored); Vantage, OpenAI and Oracle later described close to 1 GW of AI capacity, and Oracle's court petition calls it nearly one gigawatt. Range 1,000-1,300 MW. Cloverleaf's earlier plan for the full 1,900 acres was estimated at up to 3.5 GW.
Land
672 acres
Investment
Vantage committed at least $8 billion in the development agreement; the companies later described more than $15 billion
Developer and team
Vantage Data Centers; Cloverleaf Infrastructure (assembled the site)
End user
OpenAI and Oracle
Utility
We Energies (Very Large Customer tariff, docket 6630-TE-113)
Water
Closed-loop chillers with dry coolers; the city says water use is about that of 65 homes, bought from the city, with no direct Lake Michigan connection
Incentives
Port Washington Common Council: development agreement (Aug. 19, 2025) and Tax Incremental District No. 5 (Nov. 4, 2025) to repay about $175 million of infrastructure Vantage pays for up front; WUWM reported the TIF at $458 million

Updates, newest first

  1. Sept. 30, 2026 BizTimes reported an Aterio analysis finding construction well along but power delivery tied to a restarted regulatory review, with full capacity most likely around October 2028. (BizTimes Milwaukee, Sept. 30, 2026)
  2. June 19, 2026 Oracle America Cloud Services asked Ozaukee County Circuit Court to review the PSC's credit and collateral rules for the tariff that will serve the campus. (Ozaukee County Circuit Court (posted by WPR), June 19, 2026)
  3. April 7, 2026 About 66% of voters approved a citizen measure requiring a referendum before the city creates a TID worth more than $10 million; it does not affect the data center's TID. (Spectrum News 1, April 8, 2026; WUWM 89.7 FM, March 31, 2026)
  4. Dec. 17, 2025 Vantage held a ceremonial groundbreaking as crews began site preparation on the 672-acre site. (BizTimes Milwaukee, Dec. 17, 2025)
  5. Nov. 4, 2025 The council unanimously created TID No. 5 for the campus over resident objections; the joint review board vote was set for Nov. 18. (WPR, Nov. 5, 2025)
  6. Oct. 22, 2025 OpenAI, Oracle and Vantage named Port Washington a Stargate site, saying Vantage would fund the power infrastructure under a dedicated We Energies rate. (Business Wire (OpenAI, Oracle and Vantage Data Centers release), Oct. 22, 2025)
  7. Aug. 19, 2025 The Common Council unanimously approved a development agreement for four buildings and annexed nearly 700 acres; Vantage committed at least $8 billion. (City of Port Washington (release posted by WPR), Aug. 20, 2025; WPR, Aug. 21, 2025)

Conflicts and open questions

  • The $458 million TIF figure (WUWM) and the $175 million infrastructure estimate (city, WPR) measure different things; the TID project plan was not pulled.
  • Vantage said future development north of Lake Drive would need separate approvals.
  • The city lists two buildings of about 560,000 square feet and two of about 719,000 square feet; no total was published, so sqft is left blank. The Stargate release says 500 of the 672 acres will be developed.
