NE Edge Millstone Data Center
A two-building campus of about 1.5 million sq ft, planned on roughly 55 leased acres at Dominion's Millstone nuclear plant, stalled after the Siting Council called its review premature and the town host agreement ran out in 2026. Also known as: NE Edge-Waterford, New England Edge.
Who is behind it
The record, newest first
CT Mirror reported that the Millstone proposal had been abandoned after local pushback and delays, and that neighboring East Lyme's data center ban was partly a reaction to it. (CT Mirror, Oct. 25, 2026)
A CT Mirror opinion piece stated that the host fee agreement with NE Edge-Waterford, LLC had ended in default and expired under its terms; The Day separately reported the plan was likely over as the agreement expired. (CT Mirror (CT Viewpoints opinion), April 15, 2026; The Day, undated)
The Waterford Board of Selectmen voted 2-1 to allow NE Edge to assign its 2023 host agreement to a subsidiary; NE Edge was reported to have until March 2026 to secure building permits. (FFCCT (repost of The Day), April 17, 2025)
The Siting Council declined, without prejudice, to rule on Dominion's Petition 1586 to redraw the Millstone site boundary for the lease. It said review was premature because so little was known about the data centers and their direct tie to the reactors. (Connecticut Siting Council, Jan. 4, 2024)
Waterford entered a host fee agreement with NE Edge calling for $231 million over 30 years in place of property taxes. (CT Mirror, Jan. 19, 2024)
NE Edge's plan for two data center buildings at Millstone, about 1.5 million sq ft in total, became public. (CT Examiner, Feb. 16, 2023)
Conflicts and open questions
- Square footage: about 1.5M sq ft in CT Examiner and CT Mirror. The Siting Council petition gives no square footage.
- Lease areas in the petition record: about 35 acres for data center 1, about 14 acres for data center 2 (where an existing salt shed would have to be moved) and about 6 acres for a switchyard.
- The petitioner of record at the Siting Council was Dominion Energy Nuclear Connecticut, not NE Edge.
- Only the headline and summary of The Day's expiration story were readable, so its publication date and the exact expiration date are unconfirmed.
- Millstone's generating capacity is deliberately left out of mw.
- The FFCCT repost of The Day dates the selectmen vote only to 'Wednesday' before its Apr 17, 2025 posting; the 2025-04-16 date is inferred.
The full record
- Status note
- The Day reported in 2026 that the plan was likely over as the town host agreement expired, and the first selectman said he would not back future data centers. CT Mirror (Oct 2026) reports that local pushback and long delays ended the proposal. No developer withdrawal is on record.
- Power note
- Expected maximum data center load of about 300 MW, supplied directly from Millstone Units 2 and 3 (from Dominion's Siting Council petition). This is load, not plant generation.

- Size class
- 50 MW or more (tracker scope)
