Patriot Utility District (proposed)
A municipally owned utility proposed by Plainsmen Holdings to own the power, water and fiber lines for Project Thunderbird and to carry backup power to Vance Air Force Base. It has not been created.
What the records show
- The developer proposes that the district own a 345 kV power ring, water delivery lines and dark fiber, paid for by concession fees from the data center operator, with nothing passed to existing Enid utility customers. (Plainsmen Holdings, LLC, “Project Thunderbird (project website)”, Oct. 24, 2026)
- The City of Enid says the district's design, ownership, funding and approvals are not final. (City of Enid, “Project Thunderbird (city project page)”, Oct. 23, 2026)
- No city resolution, trust indenture or agenda item creating the district was found as of Oct. 24, 2026. Under Oklahoma law (60 O.S. § 176), a public trust for a city takes a two-thirds vote of the governing body to create and to take on debt.
