Sources differ: Axios and INDY Week (2026) report DPD owns none of the roughly 46 Flock cameras in Durham, which are privately owned; DPD's General Order 4089 says the department operates leased readers and accesses private systems.
- April 2, 2025 General Order 4089 on license plate readers took effect (revised Oct. 15, 2025). It covers leased readers and access to privately owned systems, which the ALPR administrator must approve; custodians purge data after 30 days, and sharing outside DPD requires a written request for a law enforcement purpose. (Durham Police Department (PowerDMS), Oct. 15, 2025)
- Aug. 2026 Axios reported DPD operates no cameras of its own but uses data from privately owned Flock cameras for stolen vehicles, homicides and missing persons under its 2025 general order. (Axios Raleigh, Aug. 31, 2026; INDY Week, April 27, 2026)
