Project Open Sky (Cloverleaf Infrastructure)
Cloverleaf Infrastructure wants Piedmont to annex and rezone about 633 acres for a data center campus of roughly 1.4 GW; after several delays the council approved an amended master design plan in October 2026, with rezoning votes still to come. Also known as: Cloverleaf Piedmont campus.
Who is behind it
The record, newest first
The council voted 4-1 to approve an amended master design plan for the campus, with an amendment keeping Frisco Road open; rezoning hearings before the planning commission and council were still required. (News 9, Oct. 22, 2026; KOKH Fox 25, Oct. 22, 2026)
News 9 reported the council was expected to decide on Open Sky at its Oct. 26 meeting. (News 9, Oct. 6, 2026)
The council tabled the PUD draft again on a 3-2 vote (News 9 described a 2-2 split broken by the mayor) after the mayor cited an absent council member; News 9 counted it as the fifth delay. A revised request widened voluntary home buyouts from 500 feet to a quarter mile. (KOKH Fox 25, Sept. 28, 2026; News 9, Sept. 28, 2026)
The council tabled Cloverleaf's revised plan, which dropped on-site power generation, capped water use and added noise monitoring, to Sept. 28. (KOKH Fox 25, Sept. 17, 2026)
News 9 reported Cloverleaf had options on more than 300 acres in Kingfisher County next to the site, which it said it would drop if not needed; the council was set to vote that night. (News 9, Aug. 24, 2026)
The council unanimously postponed the rezoning request and moved the public hearing to a Sept. 17 special meeting. (All About Kingfisher, Aug. 27, 2026)
The city council sent a proposed future land use map change back to the planning commission for more study, holding the campus and annexation items; Cloverleaf described a 633-acre core area with up to 393 more acres and about 1.4 GW of power. (KOKH Fox 25, July 28, 2026)
Piedmont's planning commission recommended denying the Open Sky PUD pending more information and, on a split vote, recommended denying the annexation request for about 630 acres zoned agricultural. (KFOR, June 2, 2026)
The PUD design statement for Project Open Sky, filed by Cimarron ProjectCo LLC, sought to rezone about 633.55 acres from agricultural to an industrial technology district for six data center buildings, warehouses, offices and a substation. (City of Piedmont, May 5, 2026)
Conflicts and open questions
- Site plan per the city's PUD design statement (May 5, 2026) and DCD: six buildings of 352,800 sq ft each, plus warehouses, offices and a substation; sqft is the sum of the six buildings. DCD article date was not shown on the page.
- Acreage: 633 acres (PUD, Cloverleaf, DCD, Fox 25) vs. about 630 (KFOR) vs. about 1,000 acres (News 9, Aug. 24, counting the extra land options).
- Utility not named in any opened source; Cloverleaf says it will pay for power and transmission upgrades. The May PUD draft allowed on-site generation; the September revision dropped it.
- Possible expansion into Kingfisher County via land options; not counted as a separate campus.
- Sept. 28 vote: Fox 25 and News 9 named different absent council members; neither is used here.
- Next step: Fox 25 (Oct. 22) said the vote on project approval is set for Nov. 12; News 9 (Oct. 22) said only that rezoning hearings remain and named Oct. 26 as the next regular council meeting.
