Water
Racine city documents released in September 2025 put Microsoft's Lake Michigan water use at as much as 2.8 million gallons in 2026, rising to as much as 8.4 million gallons with planned expansions; released after Midwest Environmental Advocates sued Racine for the records on behalf of Milwaukee Riverkeeper
Incentives
WPR reported in November 2023 that officials said the land deal carried no new public financial incentives or infrastructure; Microsoft promised the property would be assessed at no less than $1.4 billion as of Jan. 1, 2028, on top of Foxconn's guarantee, which officials said could let the village close its Foxconn-era Tax Incremental District 5 early. The village said in September 2026 that its 2023 development agreement does provide annual incentives of up to $5 million, paid from TID 5 property taxes, and that Microsoft would redirect them to the village (about $4.9 million) and the Racine County Economic Development Corp. (about $100,000).

  • The terms of Racine's Lake Michigan diversion approval that supply the campus were not reviewed.
  • The 2023 WPR report said the deal included no public financial incentives, while the village's September 2026 release says the 2023 agreement provides annual incentives of up to $5 million; both are shown. The agreement itself was not pulled.
