The record, newest first

  1. The DEP opened public review of the power plant's air permit application, with a virtual meeting set for Oct. 29 and comments due Oct. 30. (WSAZ, Oct. 20, 2026)

  2. The governor announced high impact data center certification for Nscale's first phase, citing about 2 GW, 4,375 construction jobs and 645 permanent jobs. (Office of the Governor of West Virginia, Sept. 3, 2026; Charleston Gazette-Mail, Sept. 3, 2026)

  3. Nscale signed GPU services agreements with Anthropic for capacity at Monarch, with payments of up to about $44.6 billion, per its S-1. (U.S. Securities and Exchange Commission (EDGAR), Sept. 18, 2026)

  5. DEP held a hearing on a stormwater permit covering 556.5 acres of gas pipeline work in Putnam and Mason counties tied to the campus. (The Herald-Dispatch, May 28, 2026)

  6. About six nearby residents' homes flooded after a silt fence came apart; the DEP issued several erosion and sediment control violation notices from late May through June 10. (Charleston Gazette-Mail, July 10, 2026)

  7. Monarch Cloud Campus LLC applied for an air permit covering three buildings and 864 gas engines; site preparation had started. (HD Media (via West Virginia Press Association), May 4, 2026; The Herald-Dispatch (HD Media), undated)

  8. An Nscale executive said construction was weeks away, with first power of about 2 GW in early 2027 and about 700 jobs in the first phase. (The Herald-Dispatch, April 9, 2026; WSAZ, April 7, 2026)

Conflicts and open questions

  • Investment figures conflict widely ($20 billion+, $40 billion, $69.2 billion for Phase 1); show the range.
  • Online dates differ: January 2027 (air application, per HD Media), early 2027 (Nscale, April), second half of 2027 (WSAZ) and first half of 2028 (S-1, TNW, WCHS).
  • The Gazette-Mail reported a 460 MW Anthropic deal citing an unnamed source; the S-1 confirms Anthropic agreements but gives no MW. The Microsoft letter of intent is from Nscale's announcement (TNW); the S-1 does not mention it for Monarch.
  • Status 'construction' reflects site work under a stormwater permit; the power plant air permit was not final as of Oct. 26, 2026.
  • The developer has offered a purchase program to nearby homeowners (Gazette-Mail).
  • State loan details (Mountaineer GigaSystem) are from HD Media's report 'New permits eyed for Mason Co. data center-tied project after eight-figure WV support'.
