Google Project Tembo
A Google AI data center campus planned on about 600 to 716 acres in Switchgrass Industrial Park south of Cheyenne, on the former Crusoe/Tallgrass Project Jade site, paired with a Tallgrass gas power hub and a 2.7 GW Black Hills supply arrangement. Also known as: Project Tembo, Project Jade, Jupiter Star Holdings.

Black Hills announced a Large Power Contract Services agreement and a generation facilities agreement through 2048, effective Sept. 30, to serve Google's planned Cheyenne data center with a 2.7 GW resource mix, service starting late 2027 and peak load in 2030; it listed an approved Robinson substation CPCN (May 2026), an approved CPGS air permit (Aug. 2026), and pending siting and transmission filings. (Black Hills Corp. (SEC Form 8-K, Exhibit 99.1), Oct. 6, 2026; Power Engineering, Oct. 9, 2026)
The Laramie County Planning Commission took up the Class B CUP for the Project Tembo HUB-1 office support facility on Tracts 1 and 2 of the Cold Creek Buffalo Company Subdivision. (Laramie County Planning Commission, Sept. 10, 2026)
At a Cheyenne open house, Google described a $17 billion campus with mass grading possibly starting later in 2026, vertical construction in 2027 and full build-out in the first half of 2031, and said it would file an air permit for emergency diesel generators within a month. (Wyoming Tribune Eagle (via Yahoo Finance), Sept. 12, 2026; Wyoming Public Media (from Wyoming News Now), Sept. 17, 2026)
Cheyenne LEADS listed 'Tallgrass/Tembo (County PUD)' among planned data centers in Laramie County. (Cheyenne LEADS, Aug. 4, 2026)
Laramie County told residents that the project previously known as Project Jade was now Project Tembo, that Crusoe had withdrawn and Google (doing business as Jupiter Star Holdings LLC) had resubmitted, cutting the plan from five buildings to four (about 3.08 million square feet) and peak construction from 5,000 to 2,500 workers; a Class B CUP (PZ-26-00057) was filed for an office complex east of the park, tied to site plan PZ-26-00058. (Laramie County Board of Commissioners, July 8, 2026; Cowboy State Daily, July 8, 2026)
The Tribune Eagle reported Crusoe had paused its work at its customer's request and demobilized from the site months earlier; Tallgrass said the power hub was proceeding and the tenant was unchanged. (Wyoming Tribune Eagle, June 9, 2026)
Laramie County commissioners unanimously approved site plans for Crusoe's data center campus (about 600 acres) and Tallgrass's BFC Power and Cheyenne Power Hub (about 659 acres) in the 1,375-acre Switchgrass Industrial Park after a nearly two-hour hearing. Conflicts and open questions
- Coordinates approximate, about 8 miles south of Cheyenne along U.S. 85 at the reported location of Switchgrass Industrial Park.
- Project Tembo is the former Project Jade site: the county's July 8, 2026 letter says so directly, and Cowboy State Daily and the Tribune Eagle report the same.
- Acreage: about 716 acres in Google's planning documents (Cowboy State Daily, July 2026); about 600 acres for the data center parcel in the January 2026 site plan (Tribune Eagle). A 32.83-acre office support area was added in 2026.
- Outcome of the Sept. 10, 2026 office-facility CUP was not confirmed in an opened source; Cap City News and Oil City News pages could not be fetched.
- Construction status is mixed: the county letter says construction of the Tallgrass power hub is well under way, but Wyoming Public Media (Sept. 2026) reported the Google project had not broken ground. Status kept at approved.
- The Black Hills filing refers to Google's planned Cheyenne data center without naming Project Tembo; it is matched here because this is the only Google campus announced in the area and Google's application describes Tallgrass combining Black Hills, fuel cell and power plant resources.
- The project is under county PUD zoning outside Cheyenne city limits (Tribune Eagle, June 2026; LEADS, Aug. 2026).
The full record
- Status note
- Laramie County approved the Crusoe/Tallgrass site plans in January 2026; the county said in July that Google (as Jupiter Star Holdings LLC) had taken over the former Project Jade, cut it to four buildings and would have the revision handled administratively, with a separate CUP for an office facility (Planning Commission agenda, Sept. 10, 2026). Black Hills signed supply agreements effective Sept. 30, 2026. Wyoming Public Media reported in September that the project had not broken ground.
- Power note
- No campus power or IT load figure has been published. 2.7 GW is the planned power resource mix for the campus, including reserve margins and excluding transmission, per Black Hills' Oct. 2026 release (up to 590 MW from Black Hills grid resources plus about 2.1 GW of third-party resources in a managed microgrid). It is supply, not IT load. The earlier Crusoe plan cited 1.8 GW initially with a possible 10 GW long term.
