Who is behind it
The record, newest first
The Board of Public Utilities named Goat Systems LLC, Meta's construction entity, as the source of wastewater carrying Cupriavidus gilardii that disrupted the city's water reclamation and reuse system starting in February; Meta said its general contractor stopped discharging and began hauling the water off site. (Cowboy State Daily, July 2, 2026)
IIR reported Enbridge's Cowboy solar and storage project (about 400 MW of solar and 1.6 GWh of storage in Phase I) would support the campus, where two of four buildings were under construction. (Industrial Info Resources, May 22, 2026)
Meta announced an $800 million, 715,000-square-foot data center on a 960-acre parcel in High Plains Business Park, its 25th worldwide, expected online in 2027 with about 100 operational jobs; Meta said it would work with Black Hills Energy to add new grid resources. (Cheyenne LEADS, July 2, 2024; Cowboy State Daily, July 2, 2024)
Cowboy State Daily reported construction had begun in spring 2024 after a development agreement with the City of Cheyenne, with Meta paying for roads, water and sewer lines. (Cowboy State Daily, July 2, 2024)
Conflicts and open questions
- Coordinates approximate, at the reported location of High Plains Business Park along South Greeley Highway.
- Size and acreage vary: 715,000 sq ft on 960 acres announced in 2024 (LEADS); the Tribune Eagle (April 2024) described an initial 880,000 sq ft phase and about 2.4 million sq ft at full build on a roughly 900- to 945-acre site; Cowboy State Daily (July 2026) described nearly 800,000 sq ft.
- Meta has not disclosed power demand; no MW figure.
- 'CHY 1-2' is the name BOPU used for the Meta facility in its July 2026 statement, as reported by Cowboy State Daily.
- Wastewater: the Board of Public Utilities finding and the revocation of discharge privileges are described as reported by Cowboy State Daily (July 2026); SignalData has not obtained the board's order. It is an administrative compliance finding about the construction entity's discharges, not a court judgment, and Meta said its contractor stopped discharging and began hauling the water off site.
