Who is behind it
The record, newest first
Lovejoy adopted an ordinance barring data centers anywhere in the city, following opposition to this proposal. (Atlanta News First, Sept. 29, 2026)
The developer formally withdrew the application at a special council session called for that purpose; the city had cited school traffic on Panhandle Road in the regional review, and DCA lists the DRI as withdrawn. (Atlanta News First, Aug. 6, 2026; Georgia Department of Community Affairs, July 22, 2026; Georgia Department of Community Affairs, Oct. 30, 2026)
Trade press reported a regional-impact filing for up to 15 buildings and 3.47 million sq ft, with a 1.25 GW Central Georgia EMC connection. (Baxtel, July 27, 2026)
A DRI was logged for about 3.47 million sq ft of data center buildings at 11760 Panhandle Road, with a stated 1,250 MW load. (Georgia Department of Community Affairs, July 22, 2026; Georgia Department of Community Affairs, July 22, 2026; Georgia Department of Community Affairs, Oct. 30, 2026)
Stillwater Development first filed plans with the city (month only; reported by Atlanta News First). (Atlanta News First, Aug. 6, 2026)
Conflicts and open questions
- Acreage (400) is from Baxtel; the DRI gives only building area.
- Lovejoy ban vote date inferred as Monday, Sept. 28, 2026 from an article dated Tuesday, Sept. 29.
- Some trackers place 'Stillwater' buildings in Hampton (Henry County); not verified as the same campus.
- Lovejoy is outside Clayton County's moratorium; the city later banned data centers (already in ga_moratoriums.json).
- The DRI form says part of the project lies in Henry County.
