- 2025 The city's FY26 budget presentation listed a police capital line, "Community Camera/LPR Crime Prevention," at $37,000.00 for FY2026 and $30,000.00 for each of FY2027 through FY2030, shown as $157,000.00 in total. The same deck carried a Flock Safety promotional section headed "The Answer for Oelwein" but did not state that the city had contracted with Flock. The deck is undated; the year shown is when its fiscal year began. (City of Oelwein, date not shown)
- 2026 Public Safety Chief Jeremy P. Logan's FY27 budget proposal has a capital-plan slide headed "Police - LPR / Community Camera System" listing $37,000 for FY27. It says the city "Continues Contract of License Plate Reader and Community Camera Technology," and describes the system as "Only Queried Upon Investigative Need" and "Already Proven Useful." The deck names no vendor. The deck is undated; the year shown is when its fiscal year began. (City of Oelwein, date not shown)
- 2026 A police capital sheet requests $37,000 a year for an LPR project from FY27 through FY31, shown as $185,000 in total, with a start of 7/1/2026 and completion of 6/30/2031, funded from franchise fees. The sheet says the department had been using neighboring communities' LPR systems to investigate crimes and that "Over three dozen communities in Iowa" had moved to such systems. It names no vendor or camera count. The sheet is undated and its approval field is blank. (City of Oelwein, date not shown)
Conflicts and open questions
- Status rests on the clinic report, which confirmed the department has its own readers (list current as of Nov. 21, 2025) and received contract and invoice records, and on the FY27 budget deck's statement that a contract continues and the system is already useful. No contract, council vote or installation record has been reviewed.
- The FY27 deck says a contract continues. The FY27-FY31 capital sheet, from the same meeting's attachments, frames LPR as a project request and describes using other communities' systems, without saying Oelwein has its own. Neither is dated, and the sheet's description does not match the clinic report's finding that the department has its own readers.
- Figures differ between plans: the FY26 plan shows $30,000.00 for FY2027, the later records show $37,000 for FY27. These are budget lines and not contract amounts.
- No city record reviewed names Oelwein's vendor. Flock rests on the clinic report's Flock access list and Council Bluffs' Flock portal, which names the department; the FY26 deck also carried Flock marketing material.
- Separate program: Oelwein's automated traffic enforcement cameras, started in November 2022 per a December 2023 council packet, are not counted here as plate readers.
