Iranian Foreign Ministry spokesman Esmail Baghaei said at a briefing in Tehran on Monday, Nov. 2, “The ball is in America's court” and “The United States must make a decision,” according to reports from the ANI news agency carried by the Free Press Journal and The Daily Jagran.12 He said no final agreement can start and the Strait of Hormuz cannot be opened or secured “unless the US naval blockade is ended.”1 Those reports say Iran's seven-step plan has been condensed and could be carried out within two days.12 Al Jazeera reported that Tehran says it passed a proposal to the U.S. through Qatari mediators.3

President Donald Trump told a campaign rally in Iowa on Sunday, Nov. 1, that “at some point, we're going to have to give them the hammer,” referring to Iran, Fox News reported.4 AFP, quoting the same line, reported that he said he wanted to spare lives and that “I want to be nice.”5 Fox News also quoted him saying, “It's going to be over very soon. Very soon.”4 Roll Call Factba.se's transcript of the rally, in Dubuque, has him saying of the war, “they started this war. We didn't start it. We're finishing it.”6

Iran's position

Foreign Minister Abbas Araghchi said in a weekend Telegram interview that the plan could reopen the strait in as few as two days if Washington met a set of conditions, and that Tehran was not holding direct talks with the U.S., Euronews reported.7 A statement attributed to Iran's supreme leader, Mojtaba Khamenei, posted Oct. 31, said a threat “must be met with an immediate, impactful and geographically unrestricted response,” CBS News reported.8

The Doha talks

Fox News, citing an unnamed official “briefed on the matter,” reported that Iranian negotiators left Doha, Qatar, on Sunday after three days there and after reaching a framework, with a draft proposal circulating for feedback. It said the official indicated a follow-up meeting could come within days.4 A Just Security digest, summarizing Reuters, says an official told the news agency that the negotiators had left and a draft was circulating.9 Neither gives the terms.

The U.S. position

Secretary of State Marco Rubio, asked on Oct. 31 about new strikes, said Trump “hasn't made a decision” and “He'd prefer to solve it diplomatically,” according to the State Department transcript.10 The same day, Trump said at Mar-a-Lago, “we're not in that much of a hurry” and that the talks were “going fine,” according to Roll Call Factba.se.11 ABC News reported that Trump has said no new U.S. attacks would come before the Nov. 3 elections.12

CBS News, citing sources who spoke to Axios, reported that Israeli Prime Minister Benjamin Netanyahu pressed for new strikes in a call Saturday and that Trump wants the talks to play out. Trump called it a “very good talk.”13

The strait and oil

Iran's Revolutionary Guard navy said two oil tankers “exploded” in the strait after hitting mines on an “unauthorized route,” according to the Just Security digest, summarizing Reuters.9

On Monday morning, Brent crude traded at about $108.5 a barrel, down roughly 2.8% from Friday's close, and West Texas Intermediate fell 3% to under $100, Euronews reported.7

What the records do not show

  • No State Department, White House or Pentagon statement dated Nov. 2 on the Doha talks or the framework was found. The newest item on the first page of the State Department's Iran listing was dated Oct. 21.14
  • The framework appears only in Fox News' account, which cites one unnamed official and credits Reuters as contributing; the digest of Reuters' account does not use the word. No terms have been published in anything opened for this report, and no U.S. official confirms it there.
  • The “hammer” line does not appear in the Roll Call Factba.se text as opened, which stops at 33 minutes and appears incomplete; no White House transcript was found.6
  • Baghaei's and Araghchi's statements come through news outlets, not Iranian government texts. Reuters' own pages could not be opened.
