Who is behind it
The record, newest first
The city said no terms of a Chapter 380 agreement with Emergent had been agreed and that a draft would be discussed in open session at a future council meeting. (City of San Angelo, June 9, 2026; San Angelo LIVE!, June 9, 2026)
The city held a special public meeting on the proposed Skybox/Emergent data center. (KTXS, April 22, 2026)
On second reading, the council voted 6-1 to rezone 345.27 acres from Ranch & Estate to Light Manufacturing and amend the comprehensive plan to Industrial; any land sale would require a Chapter 380 agreement. (San Angelo LIVE!, Jan. 13, 2026)
Residents and several council members attended a community meeting on the proposal. (KTXS, Jan. 5, 2026)
San Angelo City Council voted 6-0 to let the city manager negotiate and sign a purchase and sale agreement with Skybox for about 350 acres of city land at roughly $50,000 an acre. (KTXS, Jan. 5, 2026)
Conflicts and open questions
- No source states the campus's power demand in megawatts.
- The city's June 2026 statement names Emergent as the party in incentive talks; the relationship between Emergent and Skybox is not explained in the sources reviewed.
- Cipher Digital's 1 GW Colchis joint-venture site (SEC filings: West Texas, 620 acres under option next to an AEP substation, energization targeted for 2028) is described by a local blog as adjacent to this site, but no record or credited report reviewed places Colchis in Tom Green County, so it is not tracked here.
- The rezoned site was annexed by the city in 2025 and sits near an AEP substation.
