Buena Vista AI Factory (NewYork GreenCloud)
NewYork GreenCloud announced it had acquired an idle biomass plant near Ione to power an AI data center, but its CEO says no data center permits have been filed. Also known as: NYGC Buena Vista, Buena Vista Biomass Power.
Who is behind it
The record, newest first
Ledger Dispatch quoted CEO Joe Church saying no permits had been filed, and that the plant would go ahead whether or not a data center follows. (Ledger Dispatch, Oct. 19, 2026)
The Foothill Conservancy said no applications had reached Amador County, and called for a one-year moratorium on data centers and related power plants. (Foothill Conservancy, Sept. 21, 2026)
Trade press reported NewYork GreenCloud had acquired the plant and planned to rebuild it from 18 MW to 41 MW to feed an on-site AI data center. (Renewable Energy Magazine, Jan. 22, 2026; DatacenterDynamics, undated; Data Center Map, undated)
Atlas Cloud AI and NewYork GreenCloud announced a GPU cluster to be hosted at the Ione site, at roughly $250 million. No page opened shows it was installed. (Atlas Cloud AI and NewYork GreenCloud (via Business Wire), Dec. 17, 2025; DatacenterDynamics, undated)
Amador County issued a notice for an environmental report on amending the plant's use permit, to run an 18 MW plant on woody biomass. (CEQAnet (State Clearinghouse), March 17, 2010)
Conflicts and open questions
- Foothill Conservancy, which is pressing for a moratorium, says existing permits would need replacing and environmental review would be required.
- The street address is from Data Center Map; CEQAnet places the plant at Coal Mine Road and Buena Vista Road.
- DCD reported the plant had been idled after financial difficulties; Foothill Conservancy says it has been shut since 2017.
- Trade press describes an acquisition. Ledger Dispatch quotes the CEO saying there was no change in direct ownership of the LLC that owns the plant, and that the LLC has a parent company; the pages opened do not settle how the two relate.
- Ledger Dispatch says a Sept. 9 state filing lists Buena Vista Biomass LLC at a Plattsburgh, New York address. NewYork GreenCloud's own December 2025 release also gives Plattsburgh as its base.
- Ledger Dispatch says a 2011 settlement with the Center for Biological Diversity limits forest wood sourcing, and that the company says it will abide by it.
- Evidence is secondary: no county application or agenda item on the data center was found by web search. Amador County's own agendas were not read directly.
The full record
- Status note
- Stalled here means no application: the CEO told Ledger Dispatch no data center permits have been filed and the company might only produce power. Work on the biomass plant itself continues and is reported as nearly done.
- Power note
- Data center size is undetermined. Published figures are for generation or early phases: 18 MW (plant as permitted), about 16 MW net (CEO), 40 or 41 MW (planned plant), and 5 then 15 MW (phases in a 2CRSi filing cited by Ledger Dispatch). All are under 50 MW.
- Evidence
- News reports; primary records not yet obtained
- Size class
- Under 50 MW (outside main scope; kept for completeness)
