At a special called meeting, commissioners approved a revised amended agreement 5-1, keeping the Sept. 18 closing deadline and barring evaporative cooling; a motion to add public comment died without a second. (The Daily Herald (Roanoke Rapids), Sept. 15, 2026)
A resolution to amend the agreement failed on a 3-3 tie; the amendments would have added Project Halifax LLC as landowner and required closed-loop or reclaimed-water cooling. (The Daily Herald (Roanoke Rapids), Sept. 10, 2026; The Daily Herald (Roanoke Rapids), Sept. 15, 2026)
The board chairman defended the process, said Enfield should have been brought in sooner and described the deal as not final, with either side still able to leave. (The Daily Herald (Roanoke Rapids), Aug. 31, 2026)
At a special meeting, the project was described as a two-phase building of 90,000 to 100,000 square feet on 14 to 15 of the site's roughly 132 buildable acres, with at least 50 jobs and a closing expected by Sept. 18; residents raised questions. (The Daily Herald (Roanoke Rapids), Aug. 28, 2026; NC Environmental Justice Network (event listing), Aug. 25, 2026)
The original development agreement set a $1.7 million land price, at least $250 million in taxable investment, 50 full-time jobs and wages above the county average. (The Daily Herald (Roanoke Rapids), Sept. 10, 2026; The Daily Herald (Roanoke Rapids), Sept. 15, 2026)
After a public hearing at which no residents spoke, commissioners unanimously backed a resolution authorizing conveyance of the county property. (The Daily Herald (Roanoke Rapids), Aug. 28, 2026)
