The recount law
Section 102.141 calls for a recount when unofficial returns show a candidate defeated by one-half of a percent or less of the votes cast. The Secretary of State orders them in federal races, unless a defeated candidate asks in writing that none be made. Those returns are due by noon on the fourth day after the election, Saturday, Nov. 7, by SignalData's count.3 Section 102.166 separately requires a manual recount of overvotes and undervotes at one-quarter of a percent or less on a second set of returns, with exceptions.5 No district is at 0.25% or less now.1
Miami-Dade Supervisor of Elections Alina Garcia said in a Nov. 4 statement that the District 27 margin stands at 0.46%, inside what she called the 0.50% automatic machine recount threshold. That figure matches the difference between the state page's rounded percentages. Garcia said the Secretary of State is responsible for ordering a recount and that one, if ordered, "would not begin before Saturday, November 7." She said 202 of the district's mail ballots were in the signature-cure process, with a 5 p.m. Thursday deadline, that provisional ballots were also under review and that the canvassing board would reconvene Friday.6 CBS News Miami reported that the race is headed to an automatic recount.7 The Department of State's press release page listed nothing newer than Oct. 26 when opened about 4:10 p.m.4
