Moratoriums and bans

  1. Sept. 21, 2026 Spartanburg County: Moratorium. Council began a one-year pause with a first-reading vote at a June 22 special meeting, invoking the pending ordinance doctrine to freeze new applications (including a proposal at 300 Jones Road), and adopted it 5-1 on Sept. 21 with amendments: it covers only facilities over 65 MW, exempts projects the county already approved (such as the Valara project on South Pine Street) and lets centers of 65 MW or less proceed on industrial park or former industrial sites. On Oct. 20, 2026, the county's Land Use Committee discussed staff-drafted zoning standards for data centers.
