Who is behind it
The record, newest first
ABC15 reported the campus under construction, with neighbors raising noise and light concerns. ABC15 said the city's 2025 data center ordinance does not apply because the project's approvals came earlier. (ABC15 Arizona, Aug. 3, 2026)
Phoenix City Council voted to abandon drainage and waterline easements on the site, according to FOX 10. Nearby residents asked the city to revisit the zoning. (FOX 10 Phoenix, July 9, 2026)
CommercialSearch reported that Menlo had secured 257 MW for the 38-acre Phoenix campus and targeted first delivery in 2026. (CommercialSearch, July 21, 2025)
Phoenix's Planning Hearing Officer heard Menlo's request to change site-plan, height and other conditions on the 40.36-acre parcel. The posted result was denial as filed and approval with modifications and added conditions. (City of Phoenix, Planning Hearing Officer, Feb. 21, 2024)
Bisnow, crediting the Phoenix Business Journal, reported that Menlo Equities planned to replace the mostly empty Thistle Landing office park with a five-building data center campus. The village planning committee had backed the plan in late January. (Bisnow, Feb. 5, 2024)
Conflicts and open questions
- Acreage varies by source: 38 acres (CommercialSearch, FOX 10), about 40 acres (Bisnow) and 40.36 acres (city PHO results).
- The city PHO results do not mention a data center; they are cited only for the site-condition changes requested by the owner (Thistle Income Partners LLC c/o Menlo Equities).
- Utility not stated outright: FOX 10 reports SRP saying the developer pays the upfront infrastructure cost, and ABC15 uses SRP data for a comparison. Left null.
- Residents have organized against the project (Ahwatukee Community Alliance). This is local opposition; no lawsuit was found.
- The 180 MW IT figure comes from Menlo's website as quoted by FOX 10; it was not checked on Menlo's own page.
- Coordinates approximate, from the intersection in the city record.
