NTT Mesa Pecos Road campus
NTT's second Mesa campus, a planned seven-building development on the former GM proving grounds land at Pecos and Crismon roads. Also known as: Pacific Proving Technology Campus.
Who is behind it
The record, newest first
East Valley activists continued to oppose the campus at council meetings; the city said NTT was seeking minor modifications. (ABC15 Arizona, Aug. 14, 2026)
Mesa's planning board unanimously recommended NTT's rezoning, council use permit and site plan change for a seven-building, 2.2 million sq ft campus. (Phoenix Business Journal (via KTAR), May 17, 2026; The Copper Courier, June 9, 2026)
NTT bought the roughly 173-acre site for about $300 million; reports cited up to 360 MW and a first building targeted for November 2028. (ConstructConnect, April 1, 2025; DatacenterDynamics, March 2025)
Mesa City Council unanimously approved the Pacific Proving Technology Campus: seven data halls of about 1.7 million sq ft plus a warehouse and office building. (DatacenterDynamics, Aug. 2024; ABC15 / Phoenix Business Journal, Sept. 3, 2024)
Conflicts and open questions
- Copper Courier reports NTT applied Aug. 4, 2025, before Mesa's stricter data center ordinance took effect, so the project is grandfathered.
- Square footage reported as about 1.7 million sq ft of data halls in the 2024 approval and 2.2 million sq ft in the 2026 revised plan (PBJ, Copper Courier).
- Distinct from NTT's operating Elliot Road campus (ntt-mesa).
- The commercial lead bundled these NTT buildings with Amazon's nearby Pecos Road site; they are separate campuses.
The full record
- Status note
- Mesa council approved the original Pacific Proving campus in Aug. 2024. NTT's revised application (rezoning, council use permit, site plan change) won a unanimous Planning and Zoning recommendation on May 13, 2026. Council introduction set for June 8, 2026 was postponed, and in August 2026 the city said NTT was seeking minor modifications. I found no council vote on the revised plan as of Nov. 1, 2026. Residents oppose it.
- Power note
- 360 MW reported for the campus as approved in 2024 (DCD) and at the 2025 land purchase (DCD, ConstructConnect). No figure given for the 2026 revised plan.
