Tonopah mixed-use, film studio and data center campus (Arizona Land Consulting: Balterra and Camelback Creek)
Arizona Land Consulting's rezoned Tonopah land on both sides of 411th Ave is planned for a film lot, hospitality and industrial uses, including a data center campus of about 300 acres. Also known as: Balterra Development Master Plan, Balterra 590 Acres LLC, Camelback Creek.
Who is behind it
The record, newest first
KJZZ reported the September approval of a 1,350-acre complex including a 355-acre film lot and about 300 acres for a data center campus that the developer says would draw about 1 GW. (KJZZ, Sept. 30, 2026)
County supervisors approved plan amendments and rezonings for Balterra (593 acres) and the adjacent Camelback Creek site (300+ acres), both owned by Arizona Land Consulting. (AZBEX, Sept. 9, 2026)
The Maricopa County Planning Commission recommended approval of the plan amendment and the rezoning of the 593-acre Balterra site from Rural-43 to General Industrial with an IUPD overlay, for warehouse and data center uses. APS has lower-voltage service nearby and on-site gas is being studied. (New Project Media, Aug. 25, 2026)
Conflicts and open questions
- Merged with balterra-tonopah: AZBEX says Arizona Land Consulting owns Balterra and Camelback Creek, both approved Sept. 2, 2026 for uses including data centers and a film studio; KJZZ describes the same developer's September approval. KJZZ's 1,350-acre total exceeds the ~900 acres AZBEX gives for the two sites; the extra land is not identified.
- Acres = the ~300-acre data center portion; which parcel it sits on is not stated.
- Separate from the tracked hassayampa-ranch (also Arizona Land Consulting); New Project Media says Hassayampa Ranch lies directly east of Balterra.
