Conflicts and open questions
- Acreage: about 900 (development authority, Inside Climate News) versus about 987 (DCD).
- The end user is unnamed; the development authority says it would be one of five large hyperscalers and that no contract is signed.
- The overlay district is general, and the June 25 WTVM story does not name Project Ruby; other coverage ties the overlay to it. The mayor said then that no project had been formally proposed.
- Inside Climate News describes four buildings. The development authority says the plan would develop roughly 15 percent of the site.
- The suit's claims are the plaintiffs' allegations and the city disputes them; no ruling was found as of this check.
- Water and timing differ by source: WTVM reported in February 2026 about 90,000 gallons a day at a 2028 completion and about 260,000 by 2035, against 330,000 at full build-out from the development authority and spending from 2027 to 2030 in other WTVM coverage.

- Status note
- The city said in a July 2026 court filing that no data center application had been filed; local coverage in August said none had been approved.
