The record, newest first

  1. A Thor executive met neighbors at a town hall moved from City Hall because of turnout; FOX 5 said no client had signed. (FOX 5 Atlanta, Oct. 27, 2026)

  2. Kingston's Unified Zoning Board voted 2-1 to recommend a special use permit. (FOX 5 Atlanta, Oct. 27, 2026)

  3. The county issued a statement that the DRI process is not a rezoning approval and that the 559 acres had not been rezoned; those decisions rest with Kingston. (Bartow County, Sept. 21, 2026)

  4. The developer's regional-impact application (DRI 4835) went to the state Department of Community Affairs, with delivery estimated by 2030. (Bisnow, Sept. 10, 2026; Bartow County, Sept. 21, 2026; The Daily Tribune News, undated)

  5. Bartow County approved an agreement letting Kingston annex a parcel of about three acres, which the county says could ease later annexation of the larger tract. (Bartow County, Sept. 21, 2026)

Conflicts and open questions

  • Acreage: about 559 (county, Daily Tribune), nearly 560 (Bisnow), 561 (FOX 5). FOX 5 also says the zoning board's recommendation covers a 261-acre data center and that the developer plans to build on about half of the site.
  • Bisnow places the site within Kingston; the county's September statement describes annexation of the larger tract as still to come. Status of that annexation should be rechecked.
  • The DCA forms for DRI 4835 could not be opened this session; the number comes from the county's statement.
  • Thor's job figure is about 50 full-time positions, with at least $2 million a year in local tax and fee revenue.
