Where the money comes from and where it goes.
State and county government finances from the state’s own reports. Different years and measures are kept apart.
Fiscal year 2025 (July 1, 2024 to June 30, 2025), one year of audited actuals, all governmental funds (ACFR, governmental funds)
Total revenue $114.7B · total spending $115.2B (exact figures in the tables). Revenue and spending are separate measures; budgeted and audited years are separate records and are never compared as one.
Actual revenue and spending of all the state's governmental funds for one fiscal year, audited. Not included: other financing sources and uses (transfers and bond proceeds), proprietary funds (such as the Lottery and unemployment insurance), fiduciary funds (pension systems) and component units (such as the public universities). Not a budget figure and not comparable with the enacted fiscal 2027 budget shown separately.

Total revenue $55.9B · total spending $55.9B (exact figures in the tables). Revenue and spending are separate measures; budgeted and audited years are separate records and are never compared as one.
Budgeted, not actual. Spending includes the operating budget, net of $1,025,000,000.00 the office expects to go unspent, pension contributions, statutory transfers out and bond debt service; the walkdown shows a surplus of $6,000,000.00. Fiscal year 2027 (July 1, 2026 to June 30, 2027), enacted appropriations for operations, all funds (enacted budget)
Total revenue — · total spending $132.9B (exact figures in the tables). Revenue and spending are separate measures; budgeted and audited years are separate records and are never compared as one.
Budgeted, not actual: appropriations are the most agencies may spend, and some goes unspent. Operations only. Capital appropriations of $59,956,156,046.00 are a separate column, include money appropriated again from earlier years, and are not added here. Of the operations total, $54,683,564,865.00 is from the General Funds; that figure is appropriations before the walkdown's adjustments, so it differs from the General Funds walkdown. No all-funds revenue estimate is in this table. Not comparable with the audited fiscal 2025 figures.

Figures come from one state source: the Annual Financial Reports that Illinois counties file with the Comptroller, as published in the Comptroller's bulk local government database (updated January 2026). Most Illinois counties' fiscal 2024 ended Nov. 30, 2024 (some Dec. 31, a few Aug. 31 or Sept. 30; each row gives its year end). These are the counties' own reports as filed, not their audited statements. Each row is the county government only. Cities, townships, school districts, forest preserve and other special districts in the county are separate governments and not included. Revenue is all revenue the county reports (codes 201 through 236 of the Comptroller's chart of accounts: local taxes, state and federal money, licenses, fines, charges for services, interest and other) in its general, special revenue, capital projects, debt service and enterprise funds. It leaves out internal service funds (money a county's departments pay each other), fiduciary funds (money held for others, such as property taxes the county treasurer collects for other governments) and separate component units, as well as transfers between funds and bond proceeds; each row keeps those amounts separately. Spending is all expenditures reported in the same funds (codes 251 through 280), including debt payments and capital outlay, and leaving out depreciation, which is not money paid. Property tax is code 201 in the same funds; it is part of revenue. Revenue and spending are separate measures and need not balance in a year. Most counties report on a modified accrual basis; 25 report on a cash basis (cash received and paid): Alexander, Brown, Calhoun, Christian, Clark, Clay, Clinton, Crawford, Cumberland, De Witt, Douglas, Effingham, Grundy, Jasper, Jersey, Lawrence, Macoupin, Marion, Massac, Montgomery, Pulaski, Richland, Saline, Scott, Wayne. Nine counties without a fiscal 2024 report show an earlier year in their notes, labeled and never added to fiscal 2024; one county has no report in the files checked. Spending per resident is our division of the county’s reported spending by its population.

What is not here yet
- Fiscal 2026 audited actuals are not yet published: the Comptroller's page listed fiscal 2025 as the newest full report on Nov. 7, 2026 (an interim fiscal 2025 report is also listed; it was not used).
- The auditors' separate report on internal control and compliance, and the state's single audit, were not read; no finding counts are given.
- Budget figures are the budget office's summaries (the General Funds walkdown and Table I-A). The appropriation bills (House Bill 111 and the others in the package) were not read line by line, and the line-item appropriations file was not used. Table I-A is dated Aug. 12, 2026; later supplemental appropriations or vetoes, if any, are not reflected and were not checked.
- No enacted revenue estimate across all funds was found, so the all-funds block has spending (appropriations) only.
- The all-funds appropriations are shown by group of agencies, as the table lists them; the large group of agencies under the Governor was not split by agency.
- Fiscal 2025 county reports are not yet in the Comptroller's bulk files: the fiscal 2025 database (updated January 2026) holds no county, so fiscal 2024 is the latest year.
- No fiscal 2024 report in the database for Champaign, Edwards, Hardin, Iroquois, Johnson, McDonough, Menard, Pike, Shelby, Williamson. Nine show an earlier year in their notes; Pike has no report in the fiscal 2022 to 2025 files. Why is not known; the database reflects reports received by January 2026, and this says nothing on its own about whether a county filed late.
- The reports are self-reported and unaudited as filed. They were not compared with each county's audit, which counties file with the Comptroller as separate documents.
- Counties choose which fund column and code each amount goes in. Amounts were used as filed and not re-sorted; a county that files property taxes it collects for others outside its fiduciary column, for example, would show more revenue than it keeps.
- Population is the Census Bureau's estimate, not the population a county writes on its report.
- No statewide source of elected county officials' pay was found. County boards set the pay of most elected county officers (clerks, treasurers, sheriffs, board members and others), and no state office publishes those amounts in one place.
- The Comptroller's salary database covers state employees only. The counties' Annual Financial Reports filed with the Comptroller give each county's total salaries, not pay by office or person.
- State's attorneys' pay is set under state law (55 ILCS 5/4-2001) by county population, with the state paying a share through the Department of Revenue. The statute prints amounts in force since 1994 (for example $96,837 for counties of 30,000 or more) or a higher amount set by the Compensation Review Board, so its printed figures are not current pay, and no published schedule of the current amounts by county was found. The salary paragraphs of that section leave out Cook County. Not shown. This describes the law in our words and is not legal advice.
- ilga.gov could not be saved from the shell (its certificate chain did not verify); the statute page was read through a web reader and not saved.
