DC BLOX Thunderbird data center campus
DC BLOX won city approval for a two-building campus on the former Ford Visteon factory site on the east side of Indianapolis after cutting one building and 25 backup generators from its plan. Also known as: Thunderbird Commerce Center data center.
Who is behind it
The record, newest first
Mirror Indy reported that the company was offering nearly $15 million in community payments, with a tax abatement proposal due to be introduced at the City-County Council on Nov. 2. (Mirror Indy, Oct. 30, 2026)
Mirror Indy reported that restrictions on the site bar residential and agricultural use and groundwater use, and that the state acknowledged in 2024 that Ford had cleaned it up. (Mirror Indy, Aug. 24, 2026)
The Indianapolis data center moratorium was enacted through 2027 without reaching this campus, which already had city approval. (Mirror Indy, Aug. 19, 2026)
Irvington Community Schools and the group Eastside Community Action petitioned Marion Superior Court 5 for judicial review of the July 15 approval, claiming it did not follow state law, and asked to halt construction during the review, Mirror Indy reported on Aug. 21. The court had scheduled no hearing at that point and no ruling was reported. (Mirror Indy, Aug. 21, 2026)
The Metropolitan Development Commission approved the use variance 6-1, which was the final local vote, and opponents said they planned to seek judicial review. (WRTV, July 15, 2026; Indiana Public Radio (WFYI), July 16, 2026; Construction Review, July 21, 2026)
DC BLOX cut the plan to two buildings of 70,000 and 250,000 square feet, removed 25 generators and widened the buffer south of the Pennsy Trail days before the final vote. (WFYI, July 9, 2026; DC BLOX, Oct. 30, 2026)
A hearing examiner recommended approval of the use variance and sent the request to the full Metropolitan Development Commission. (Mirror Indy, June 11, 2026)
DC BLOX presented a three-building plan of 410,000 square feet, 78 MW of critical utility load and 56 backup generators at a community session. (DC BLOX, May 21, 2026)
A District 14 councilor hosted a forum on the original three-building plan on the former Ford Visteon property. (DC BLOX, May 1, 2026; Weekly View, April 9, 2026; Data Center Dynamics, undated)
Conflicts and open questions
- Acreage differs by scope: a City-County councilor described a 38-acre development to WRTV, while the surrounding industrial park is given as 150 acres (a Mirror Indy photo caption) or 185 acres (Weekly View).
- Address: DC BLOX's presentation gives 305 Fintail Drive; Weekly View reported 6900 English Avenue in April 2026.
- Investment: an earlier trade report gave up to $2.2 billion including IT equipment; DC BLOX's page now gives $1.8 billion to $2 billion.
- DC BLOX's project page, last modified Oct. 30, 2026, still calls the project in evaluation and says Phase 2 applications are undefined, although the commission approved the variance in July.
- Mirror Indy's Aug. 21 story gives no case number and names no respondents; the Department of Metropolitan Development declined to comment on pending litigation and DC BLOX said it had nothing further to share. The current status of the case was not found.
- Phase 1 is expected within about two years of variance and replat approval, and Phase 2 about five years out, per DC BLOX and WFYI.
The full record
- Status note
- The Metropolitan Development Commission approved the use variance 6-1. Opponents filed for judicial review on Aug. 14, and no ruling was found; a tax abatement proposal was due to be introduced at the City-County Council on Nov. 2.
- Power note
- No source states a total for the two-building plan. DC BLOX's May 2026 three-building plan listed 78 MW of what it labeled critical utility load, and its page says the redesign cut 28 MW of critical IT load; those are different measures, so they are not subtracted here. A trade report attributes an estimated peak demand of 80 to 100 MW to the developer.

- Size class
- Under 50 MW (outside main scope; kept for completeness)
